GENERAL INFORMATION

Functional Title: Information Technology Officer (IT)
Duty Station: Ramallah

ORGANIZATIONAL SETTING
The IT Officer works under the direct supervision of the Manager of the Palestinian National Institute of Public Health project (PNIPH). The incumbent will be responsible for the specified assigned duties described below in collaboration with the rest of the Palestinian National Institute of Public Health project team in the West Bank and Gaza.
The incumbent coordinates activities in the designated areas but does not have direct supervisory or managerial responsibilities.

MAJOR DUTIES AND RESPONSIBILITIES

FUNCTION 1 (INCL. EXPECTED RESULTS)
Provides leadership for Infrastructure Operation responsible for IT Systems such as:
-Provides management of Infrastructure Operation responsible for Systems and Server Hardware and Software, Data Centers, Networks, Telephone, Systems Administration and Engineering, Storage, Email, Disaster Recovery, Infrastructure Security and Compliance. 
-Provides an operational IT environment that is robust, available, monitored, reliable, flexible, well-performing, industry-standard, and stays ahead of the capacity demands of clients. Coordination of smooth functioning of the above services is the essential role of the post. 
-Supports and facilitates the Infrastructure Change Management process to control and protect the IT production environment. 
-Ensures that the work environment is structured and organizational guidelines governing the work are available by way of policies, procedures and industry standards. However, the post is given latitude in matters involving technical aspects of work. The post uses standards based framework such as ITIL, document/report all Incident Problem Mortem & Root Cause Analysis, Project Management Approach. 

FUNCTION 2 (INCL. EXPECTED RESULTS) 
Implements programme activities in coordination and collaboration with the PNIPH tam and partners, achieving results such as: 

-Administers controls and supervises the full operation of PNIPH Office’s Local Area Network (LAN). Ensures that all active components of the LAN are installed, operated and maintained
                

according to the manufactures’ specifications and industry standards and protocols;
-Administers, controls and supervises the PNIPH Office e-mail services including set up and maintenance of the e-mail server, maintenance of the Active Directory Services, user mailboxes, 
virus protection and synchronization with other global systems; 
-Assesses and determines requirements for active components of the local area and wide area 
networks of PNIPH Office, including servers, routers, modems, switches, firewalls and network 
monitoring equipment; 
-Develops, implements, maintains, and oversees enforcement of policies, procedures and associated 
plans for infrastructure security, administration and user system access based on WHO standards, assesses network security and potential vulnerabilities, suggests and implements measures and tools (software and hardware) to fully protect the networks from internal and external intrusions and security breaches. 

FUNCTION 3 (INCL. EXPECTED RESULTS) 
Supervises the full implementation of the PNIPH data base and IT functions, achieving results such as: 
-Supervises the full operation of the PNIPH Office back up policy for central databases and files and recommend enhancement of the policy and its implementation; develop and establish disaster recovery procedures for the restoration of mission-critical business applications and services; 
-Oversees the multiple data centers ; coordinates with field offices the set-up, operation and maintenance of the wide area network and the virtual private network to sustain reliable and secure links between the PNIPH and other partners ; 
-Coordinates with database and system administrators for maintenance and installation of new corporate systems and databases on the local area network. Takes corrective measures in case of inoperative equipment and informs users of any changes. Maintains, updates and restores network configuration as needed; 
-Coordinates with user support group to assist users in the management of daily problems related to connecting to the local area network, accessing common information, using shared resources, etc. Monitors overall use of local area network data and resources and provides routine statistics; 
-Administers the network resources to ensure optimum and balanced utilization of resources attached to the network including storage media, storage quota, printing services, Internet access and distribution of software; 
-Provides infrastructure monitoring and controls (at both the component and system level) to ensure normal operation of production systems; logs and documents any Local area network change/breakdown for future reference in maintenance /repair operations. Generates end analyses reports on LAN usage, problem areas and constraints and suggests action regarding expansion and/or upgrade of hardware and software; 
-Monitors, evaluates and takes necessary action to maintain the PNIPH Office's Internet connection, web presence and Virtual Private Network connectivity. Takes corrective measure to ensure secure access to the web, e-mail server and other network resources by remote users. 
-Leads and motivates a dedicated team of IT professionals; establishes objectives and work plans and conducts regular performance reviews; promotes capacity building and collaborative forms of work, and provides guidance in day-to-day tasks and activities. 
-Undertakes other duties as requested by the Project Manager. WORK RELATIONS AND PARTNERSHIPS 

  

The IT Officer liaises with various partners both inside and outside WHO including the Ministry of Health and the Norwegian Institute of Public Health on IT related issues.
IMPACT OF FUNCTIONS
The functions have a direct impact on the proper and comprehensive implementation of the NIPH project.
QUALIFICATIONS

EDUCATIONAL BACKGROUND
Essential:
-First line level university degree in IT or other relevant field. A Master Degree in IT or other relevant field is an asset. 
-MCITP is a must 
Desirable: 
-Training in specialized networking equipment such as routers, switches, firewalls. 
-Training and/or education in Procurement, Logistics or a related field is an asset 

PROFESSIONAL EXPERIENCE AND KNOWLEDGE 
Experience
Minimum of three years of practical experience in infrastructure operations management including local area network and e-mail administration. 
Very good experience in virtualization and consolidation of server technologies, specifically VMware vSphere and ESXi host or Hyper-v , VCP or Hyper-v certificate is plus. 
Good Knowledge of Internet/Intranet technologies and hardware, CCNA certificate is plus. Experience in managing medium to large size local area network is preferable. 

LANGUAGE SKILLS 
Fluent in English and the Arabic language
