1-JOB SUMMARY:
The IT Officer (ITO) is responsible for planning and managing all related technology assets, operations and network infrastructure. S/he provides oversight to the resolution of critical and/or emergent customer support issues. Provides input into technology expenditures for the mission to insure CARE WBG makes the most effective use of existing technology and integrate appropriate future technologies into critical business processes. Develops and implements the sourcing and vendor relationships for assigned technology vendors.
S/he is responsible for relationship management of the unit’s customers. S/ he will Work with the Senior Management and other managers to ensure that the organization's requirements for technology are effectively forecasted, prioritized, and appropriately met by aligning IT initiatives with mission’s business goals.
Overall this position ensures mission-wide IT operational efficiencies and effectiveness through the development and implementation of the mission’s multi-year technology usage with sound replacement strategy, policies and procedures.
The Information Technology Officer is primarily responsible for performing a variety of tasks associated with the operation, installation, maintenance, and networking of computer hardware and software. The ITO will conduct system backups on a regular basis; perform a variety of tasks associated with troubleshooting and resolving software and hardware problems; trains staff in the proper use of computer equipment and use of software; designs and recommends hardware and software upgrades.
The ITO also provides support to all staff for computer systems, network and desktop operating systems and applications. Communication is also an important function, which includes video teleconferencing, telecommunications; office phones, and mobile phones, as well as the development and upkeep of CARE West Bank Gaza’s websites. This person also participates in the planning of infrastructure changes in the offices. Other responsibilities include inventory and as well as procurement functions associated with IT equipment.
2-RESPONSIBILITIES AND TASKS:
Responsibilities
Job Responsibility #1: Planning and managing all related technology assets, operations and network infrastructure
-Manages the mission’s technology assets and operations in a cost-effective and efficient manner which includes: implementing CARE technology standards, technology usage and replacement strategy, IT policies and IT training strategy for all staff. Also ensures maximum uptime of network, email and mission critical applications and easy accessibility of required information at all levels of the organization.
-Provides technical assistance and analyses on network operations and business applications; among the most critical software applications are: FINANCIAL SYSTEM, Windows 2003- Server and Client Base of OS - MS Office suite of applications, Exchange Server, SQL server and localized business solutions. Also, ensure the continuous availability and operations of desktop software applications and systems in the CO.
-Responsible for updating, developing and maintaining the organization web-sites.
-Administer and provide technical support for the CARE Country Office Headquarters’ WAN and LAN systems to ensure the following:
1-Data Security of the WAN system inclusive of Financial System Database.
2-Server and database archives, back-up of entire System including Financial System DATA, cataloging and storage of Backup media.
3-Reliable protection from data loss, corruption and/or virus.
4-Ensure the effective functioning of the internal messaging (e-mail) functions, internet access and telecommunications network
5-Timely and cost-effective replacement of defective server, network and communication components.
45 % of Time
Job Responsibility #2: Relationship management with customers and vendors
Works with Senior Management to define and implement a prioritized list of all mission technology projects and deliverables, based on mission’s Business strategy and goals.
This includes:
-Understanding the business strategies and goals
-Working with the customer to identify and prioritize their business needs around IT
-Recommending IT solutions with a focus on future use with CARE’s business environment, and applying appropriate technology using CARE IT standards
-Helping the customers to develop technology budget for initial project proposal and for implementing approved projects
-Negotiating service level agreements with the business owners to deliver effective support services on time.
-Responsible for vendor/consultant management
% of Time: 20%
Job Responsibility #3: Training and Staff Support:
-In cooperation with Human Resources the ITO is responsible for staff support through the design of and training of staff on the use selected software (such as Crystal reporting function, MS Office, Outlook… etc.), and through regular training on standard software and or new software.
-Provides daily support to staff including troubleshooting hardware and software issues.
10 % of Time
Job Responsibility #4: Policy development:
-The Information Technology Officer makes recommendations to the Operations Support Manager on policy development for equipment and software usage.
-Monitors the country office adherence of CARE International policies.
-Responsible for the development and revision as necessary of IT policies and procedures and for the dissemination of them to all staff.
-Liaison between CARE WBG, CARE USA and Middle East Region concerning IT Policies, Procedures as well as other developing issues.
10 % of Time:
Job Responsibility #5: Physical tracking and CARE’s assets
The ITO is responsible for the data entry of all CARE assets through:
-The maintenance of the inventory database for all CARE WB/G locations and for partner organizations.
-Participating in the annual physical inventory count and generating an updated report showing all new acquisitions, disbursement and actual count.
10% of Time:

A-Education and training
Required:
-Bachelors in Computer Science or related field or equivalent combination of education and experience.
b-Managerial Know How
Involves integrating and harmonizing requirements of diverse functions in operating, support, and administrative situations. It may be exercised through consultation as well as direct action; Management requires a combination of planning, organizing, controlling, and reviewing along with direct and indirect execution. Choose one of the following: Task; Minimal; Related; Diverse; Broad.
-This position requires (Minimal) managerial know-how.
C-Experience
Required:
-Three years of managing and installation of Windows environment.
-Good experience of working with databases (MS SQL, MS Access, etc.)
-Knowledge of reporting tools (such as MS Access, Crystal Reports, etc.)
-Experience in Managing Mail servers (Such as Exchange )
-V. Good website development experience using ASP.
Desired:
-Experience of Application development tools (Such as Delphi, Visual Studio...)

-Regional IT Managers for cooperation and coordination.
6-WORKING CONDITIONS
CARE West Bank/Gaza currently has a main office in East Jerusalem and sub-offices in Ramallah, Jenin, and Gaza. The place of work is Jerusalem.
-Travel: The ITO will travel (approximately 15%) to the sub-offices in Jerusalem and Jenin and at times to Gaza. Travel may also be required to specific locations to receive goods and verify receipt. Some international travel may be required to attend workshops/training and/or meetings relating to IT.
-Safety and Security: CARE has a safety and security officer who is available for advice and guidance.
-Other: Medical services availability.
