Background

The Ministry of Planning and International Cooperation (MOPIC) plays a critical role in coordinating international aid to support the development of an independent and functioning Palestinian state. MOPIC is committed to strengthen the institutional framework of the Palestinian Government Institutions, as such MOPIC seeks to engage an Institution Building Specialist to support the development and strengthening of MOPIC and key government institutions involved in the planning, coordination, and implementation of development projects. This role is essential in fostering better governance, enhancing institutional capacities, and ensuring the sustainability of the national development processes in line with international standards and national priorities.

The Institution Building Specialist will be hired under the Finance for Jobs (F4J) project, funded by the World Bank, and will be based at MOPIC premises. F4J is a series of projects that began in 2017, with the overarching goal of mobilizing private investment in high-potential sectors and creating job opportunities across the West Bank and Gaza. Currently, the F4JII and F4JIII projects are underway and being implemented by DAI, the Project Implementation Agency (PIA), on behalf of MOPIC.

Responsibilities

  • Assess institutional and capacity building needs of MOPIC and related government institutions involved in the planning, coordination, and implementation of development projects and reform plan>
  • Identify areas for improvement within related government institutions to ensure that they can effectively manage aid flows and deliver development outcomes.
  • Design and implement capacity-building programs to enhance institutional effectiveness, governance, and service delivery and prepare proposals for funding.
  • Coordinate with relevant stakeholders to develop specific action plans for institutional reform and capacity development in line with national priorities and reform plans.
  • Support the design and implementation of organizational structures and processes required to manage and deliver development projects.
  • Assist in the development and implementation of policies and procedures to streamline the work of government institutions, ensuring they align with international best practices.
  • Assist in the development of SOPs of development projects and programs in line with government priorities,
  • Facilitate effective collaboration and communication between MOPIC, other government institutions, and key international partners to ensure alignment of institutional development strategies with government reforms and the broader national development objectives.
  • Organize workshops, seminars, and other forums to encourage knowledge sharing, dialogue, and capacity-building among key stakeholders.
  • Support the development of frameworks for monitoring and evaluating the effectiveness of institutional strengthening efforts, ensuring that progress is tracked, and outcomes are documented.
  • Prepare regular reports on institutional capacity-building activities, including progress updates, challenges, and recommendations for further improvement.
  • Ensure that all institutional development processes and reforms are well-documented, including action plans, progress reports, capacity-building materials, and institutional assessments.

Job Requirements

Qualifications

Education

  • A bachelor’s degree in public administration, public policy, political science, business administration, or a related field.
  • A master’s degree in a relevant discipline is an advantage.

Experience

  • At least 5 years of experience in institutional and organizational development and public sector reform, preferably within a development or aid-funded context.
  • Proven experience in advising government institutions on capacity building, governance improvement, and institutional reform.
  • Familiarity with international best practices in public administration, organizational development, and governance.

Skills and Competencies

  • Strong understanding of institutional and organizational development frameworks, governance models, and public sector reform processes.
  • Excellent project management skills, with the ability to design and implement capacity-building programs and institutional reforms.
  • Proven ability to work with diverse stakeholders, including government officials, development partners, and civil society organizations.
  • Strong analytical, problem-solving, and strategic thinking abilities.
  • Excellent communication and interpersonal skills, with the ability to train, advise, and engage stakeholders effectively.
  • Fluency in both English and Arabic (written and spoken) is required.

Reporting

The Institution Building Specialist will report directly to the Acting Deputy Assistant for International Cooperation and Aid Management.

Timeframe

The contract is for six months, based on a daily rate, with the possibility of renewal for an additional six months based on satisfactory performance and needs of the project.
