Vacancy for Institutional Development and Technical Assistance Department Manager (IDTA)

The Municipal Development and Lending Fund (MDLF) is a semi-governmental entity established to accelerate Palestine’s drive toward high responsiveness, self‐sustained, decentralized, prosperous and creditworthy local governments. MDLF has been working intensively to improve the delivery of local infrastructure, municipal services, efficiency and accountability and promote economic development.

The MDLF is seeking a qualified, experienced, results-oriented senior staff for the position of Manager of Institutional Development and Technical Assistance Department.

More specifically, the Manager will:

-    Identify the needs of LGUs in terms of capacity building and institutional development.
-    Support the design of capacity building packages and manage implementation.
-    Prepare Department plans and reports.
-    Cooperate with the directors of the different departments in MDLF to ensure synergy in capacity building component design and implementation.
-    Follow up on capacity-building programs to ensure they achieve their goals and comply with the devised budgets.
-    Maintain sound relations with LGUs
-    Prepare terms of references for different assignments.

Qualifications and Experience:

-    Bachelor degree in management, planning, development or any related field.
-    Minimum seven years' experience in capacity building, institutional assessment and development.
-    Excellent communication & writing skills in Arabic and English.
-    Advanced computer skills, including MS office applications.
-    Knowledgeable about the Palestinian local government sector.
-    Be highly committed, able to work under pressure, and meet deadlines.
-    Working with NGOs or international agencies is an asset.
-    Knowledge and experience in contract management.
