Intermediate Result (IR) 2 Lead - Basic Education
Position Location: Ramallah, Palestine

Summary: Creative Associates seeks an IR 2 Lead for the USAID-funded West Bank, and Gaza (WBG) Basic Education Activity, which will strengthen education services for Palestinian children of KG 1 through Grade 6 and enable them to thrive and reach their full developmental potential. Under the Basic Education Activity, USAID seeks to work with the private sector, non-formal, non-governmental, community-based, and civil society partners to strengthen early childhood and primary educational opportunities through high quality early childhood education services and supplemental support structures to strengthen foundational pre-primary and primary education for children in the West Bank, Gaza, and East Jerusalem. Specific areas of focus include strengthening foundational skills in literacy, numeracy, social emotional learning (SEL)/soft skills, building teacher and student resilience capabilities and assets, and strengthening pathways between non-formal to formal education.

Responsibilities: The IR 2 Lead will work closely with and report to the Senior Early Childhood Education/Basic Education Advisor to support implementation of all the activities which fall under IR 2: Improved grade 1 to 6 students’ academic achievement, psycho-social well-being, and leadership skills through nongovernmental education services. The IR 2 Lead will have four direct reports – three officers and one STEAM specialist (all double reporting to their home organization and the IR 2 Lead). The IR 2 Lead will ensure effective implementation of activities under IR 2 which include improving equal access to quality remedial and supplemental education opportunities through identifying current academic gaps for primary grade students, inventorying existing teaching and learning materials and developing a supplemental education and remedial education package/s for grade 1 – 6 students including promoting existing supplemental education activities and train non-government primary school teachers, youth leaders, and community volunteers to facilitate remedial, supplemental education and tutoring programs. IR 2 also aims to improve access to quality extracurricular and skill-building programs. The IR 2 Lead will work from the project office in Ramallah and will oversee implementation in WB including Area C, East Jerusalem, and coordinate with the IR 2 Officer in Gaza.

Job Requirements
Qualifications:
- Master's Degree or Advanced Diploma from an accredited university in education, education, child-psychology or related field.
- Minimum 8 years of work experience and minimum 5 years working experience in the field of education preferably primary education or extra-curricular programs providing remedial or catch-up support to primary aged students.
- Minimum 4+ years of direct supervisory experience.
- Experience working in developing and/or humanitarian contexts within the Education sector and an understanding of the local context in West bank, Jerusalem and Gaza.
- Strong leadership skills and the ability to develop relations with direct reports, technical staff, local counterparts, donors, and other stakeholders.
- The ability to work with a team of experts and professionals and negotiate best practices within the context of the WBG and east Jerusalem.
- Strong communication skills, both verbal and written.
- Fluency in Arabic and working proficiency in English.
