The Palestinian Authority in Palestine / Ministry of Local Government (MoLG) has received financing from the Government of the Kingdom of Belgium toward the cost of Regeneration of Historical Centers (RHC) and intends to apply part of the proceeds for consulting services.

Regeneration of Historical Centers (RHC) general objective is “to improve the social, cultural and economic development of Local Government Units and Municipalities in Palestine” by focusing on a specific objective “to enhance Local Governments capacity to regenerate their Historical Centers (HC’s) and support sustainable local development in these areas”.
 
The objective of this Technical Assistance Consultancy, based on lump sum contract, is to transfer appropriate knowledge (through Training and Capacity Building) on Planning, Preservation and Development of Historic Centres, Historic Sites and Historic Buildings to the RHC project management staff, trainers of the Summer Schools, university students, young professionals from the private sectors and Municipal Technical Officers.
 
The consultancy services will include:
-Training and Capacity Building( ToT and Summer School) ,
- Developing guidelines Handbook for the preservation and conservation of cultural and natural heritage in Palestine,
- Advising on; designing & revitalizing public spaces in specific areas inside the historic centres targeted by this project, and Spatial Planning in three Palestinian governorates.
 
Assignment Duration: 106 days/ February – November 2016/Around 11 weeks of commitment are needed to set out and deliver the Training a month to follow the Summer School and two weeks to draft the Handbook.
The Belgium Development Agency (BTC) invites eligible consulting firms to indicate their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the Services considering the short listing criteria: firm profile, experience in local government related similar assignments, previous experiences in Knowledge Transfer and specifically in the sector of architecture, urban and spatial planning, experiences in the regeneration of the HCs, experiences in the region and particularly in Palestine, availability of skilled staff, etc.

A consultant will be selected in accordance with the procedures set out in the public procurement guidelines for Belgium Government Selection of Firms Consultancy Services/ lump sum contract.
