PNGO is seeking qualified candidates for the position of :
International Policy Analysis and Advocacy Coordinator West Bank

Background on PNGO:
PNGO is a coordination body for the NGO sector in Palestine with the purpose of strengthening the Palestinian civil society and contributing to the establishment of the Palestinian state based on the principles of democracy, social justice, rule of law, tolerance, and respect of human rights through networking, building-up the capacity of NGOs, developing information management centre and mainstreaming of society concerns into public policies, plans and programs. PNGO boasts of 145 national NGOs in the West Bank and Gaza Strip that work across sectors in different developmental fields. The job station is Ramallah with needed travel to East Jerusalem and Gaza.

Job Purpose:
To represent and advocate for PNGO sectoral issues within the international arena including but not limited to, HCT, AIDA and UN cluster meetings/working groups in Jerusalem and West Bank. In addition, to lead advocacy strategies on behalf of PNGO representing wider political issues to encourage international actors to incorporate Palestinian national priorities into international policies and agendas

Major Duties:
-To work in conjunction with the national coordinators in understanding the key issues for the West Bank and Gaza sectors that need to be advocated for on an international level
-To use the research and findings available to assist in establishing an advocacy strategy for the sectoral issues
-To initiate and draft PNGO statements, factsheets, and position papers on issues relevant to the Palestinian issue in general and the NGO sector in particular
-Represent PNGO in the international clusters and working groups such as AIDA, HCT and the UN agencies
-Represent PNGO in the international arena with a variety of stakeholders including undertaking travel to Gaza when necessary to represent PNGO in Gaza based meetings
-Represent PNGO on a national level in meetings/conferences with political and government officials
-Report to PNGO steering committee and the director of PNGO on all meetings.
-To assist the steering committee in ongoing advocacy activities aimed at the international actors regarding wider political issues for Palestine
-In collaboration with the Director of PNGO both in the West Bank and in Gaza, update the advocacy strategy of PNGO to reflect future activities
-Through membership of international clusters, help to influence external agenda to reflect the developmental needs of Palestine
-Use available social media tools in to circulating PNGO's positions and activities as well as updating PNGO's Facebook and website

Requirements:

Job Qualifications:
-BA with five years experience or MA with three years in policy, advocacy, international developments

Key Skills and Competencies
-A proven track record in the delivery of successful advocacy strategies for campaigns within the development sector preferably at the international level
-Demonstrated knowledge and understanding of key issues in the development sector, particularly policies instated by the Palestinian National Authority.
-Demonstrable experience of
--Lobbying within political and government sectors.
--Writing and production of high quality policy materials for varied audiences
--Media work and the use of new media in advocacy.
--Conducting international advocacy campaigns
-The ability to communicate complex messages in an accessible manner for varied audiences.
-Excellent interpersonal, influencing, networking, negotiating and diplomatic skills for engagement with a wide variety of contacts.
-Language proficiency (in speaking, reading and writing) in both English and Arabic.
-Strong conceptual and analytical skills and ability to think and operate innovatively and strategically.
-Good administration and organizational skills.
-Time management and prioritizing skills.

-Ability and willingness to travel both at home and abroad.
-Flexible in working hours – ability to work evening and weekends when required.
