REQUEST FOR EXPRESSIONS OF INTEREST FOR
[International Procurement Consultant]
This request for Expressions of Interest (EOI) follows the General Procurement Notice for this project that appeared on the dgmarket on 24 Feb. 2009 and on the UN Development Business online on 16 Feb. 2009. Palestine Liberation Organization, for the benefit of the Palestinian Authority, has applied for a financing from the World Bank toward the cost of the Southern West Bank Solid Waste Management Project (SWBSWMP), and intends to apply part of the proceeds for consultant services for the “International Procurement Consultant”. The Joint Service Council for Solid Waste Management of Hebron and Bethlehem Governorates (JSCH&
B) on behalf of the Palestinian Authority is responsible for overall project implementation, The key objectives of this assignment are to assist (JSC-H&B) with carrying out procurement in accordance with the procedures and guidelines of the World Bank.
Scope of Services Principal functions of the International Procurement Consultant will include the following:
1. Development of Procurement Procedures Manual, which lay out policies and procedures to assist in ensuring the orderly and efficient management and control of all project resources with typical documents;
2. Training of project staff on procurement.
3. Assist in the preparation of the bidding documents in accordance with the World Bank
procurement procedures for Works, and Services:
Qualifications and Experience
The International Procurement Consultant must fulfill the following criteria:
- At least the first degree (B.Sc) in economics, law, engineering, finance, business, management, or suitable equivalency.
- Have at least 10 years of experience in procurement practice and consultancy services on
World Bank projects;
- Have extensive practical experience and skills in all facets of large and complex international procurement of goods, works and consultant services in World Bank projects;
- Experience in providing technical assistance in the field of procurement management and World Bank procedures.
- Experience in capacity building and training support in the field of procurement.
- Excellent communication and writing skills in Arabic and English, with high level of computer skills in Windows operating system (Word, Excel, Access, etc) and other applications.
- Knowledge about the Palestinian local Government Sector.
The duration of the consultancy services will be related to the implementation of procurement activities according to the procurement plan.
The JSC-H&B now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (comprehensive Curriculum Vitae outlining academic background, description of similar assignments performed, work experience in similar conditions, and their availability, etc.).
The Individual Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated ( May 2004, revised October 2006) , based on provisions of Section V ,Selection of Individual Consultant .
