Programme Description
The Palestinian Market Development Programme (PMDP), is funded by UK Department for International Development (DFID) and European Union (EU) in-cooperation with the Ministry of National Economy and implemented by DAI Europe over a period of five years in the oPt, with offices in Ramallah and Gaza.
PMDP aims to improve private sector competitiveness through technical assistance and matching grants. Additionally, PMDP works on strengthening trade and investment linkages as well as linkages with the Palestinian Diaspora to play an active role in economic development in the oPts.
To support the Palestinian Investment Promotion Agency (PIPA), PMDP will beusing the services of two local advisorsto be hosted for a period of one year at PIPA, to support PIPA’s new organizational structure.
We are currently Recruiting for the following position:
Investment and Policy Advisor – PIPA Investment and Aftercare Directorate
The Investment and Policy Advisor is to provide PIPA’s Investment and Aftercare Directorate with the oversight, guidance, coaching and support to help enable PIPA to convert an announcement to invest in Palestine into reality; assist companies grow through professional aftercare, fully leverage new investment and new jobs from the incentive regime, and importantly, guide PIPA on how best to formulate and advocate policies aimed at improving the business enabling environment and enhancing sector-specific competitiveness.
The candidate will have an investment / business development related proven track record combined with a clear understanding of the binding constraints enterprises face in Palestine, an astute appreciation of the policy dynamics in Palestine and the economic development-related advisory experience.
Below are the key areas where the Investment and Policy Advisor will be engaged:
-Assist PIPA’s CEO in building the capacity of the newly structured investment and aftercare Directorate, including setting up systems and procedures.
-Assist investment and aftercare team refine and implement 2016/2017 operating plan.
-Sustain the aftercare momentum generated in 2015 and keep the directorate focused on helping existing investors grow their business.
-Advise directorate on the identification of business enabling environment constraints enterprises in Palestine face, and develop policy advocacy papers.
-Coach staff on how best to initiate Public Private Dialogue (PPD) and thus enable the directorate to fully capitalize on PPD when formulating policy reforms;
Qualifications:
-Bachelor degree in Business Administration, Public Management, Finance, Economics or any other related field, Master’s degree is preferable.
-A minimum of 10 years of professional related work experience.
-Candidate ideally should have first-hand experience of the business climate in Palestine and must fully appreciate the political dimensions and unique challenges enterprises face.
-Demonstrate experience in working on Investment and policy advocacy issues.
-Understanding of key local and international trade and investment development issues.
-Knowledge of investment facilitation and aftercare international best practices would also be advantageous.
-Strong knowledge of the Palestinian economy, previous experience in Institutional development work and a track record of trade and investment linkages development.
-Strong knowledge of the Private-Public dialogue (PPD)
-A team player with leadership qualities with capacity to assemble and develop work teams
-Able to articulate views and guidance, a distinguished demeanour, determination and tenacity, self-control, and poise under pressure.
-Strong communication and interpersonal skills.
-Fluency in Arabic and English (both written and oral)
