Invitation for bids-local Engineering Consultants and compan

The Norwegian Refugee Council (NRC) is an independent, humanitarian non-governmental organisation which provides assistance, protection and durable solutions to refugees and internally displaced persons worldwide.
NRC invites local Engineering Consultants (Design) companies to submit bid documents for the designs of homes specifically designed for persons with disabilities.

Pre-qualification Criteria
In order to be considered, the Consultant should at least meet the following criteria:
1-Licensed to carry out engineering services and design by relevant Palestinian authorities.
2-Should have, within his/her office an Architect, Structural, Mechanical and Electrical engineers, each of at least 4 years of design experience.
3-The Consultant who does not have all the required expertise listed in point 2 above, within his/her office, shall only be considered if he/she has a minimum of either architectural or structural engineering design capacity, (Head of section with at least 6 years of proven design experience) and demonstrate that he/she collaborates with other qualified offices/engineers for other disciplines not available at his/her office.
4-Should have experience in the preparation of the following: Architectural, Structural, Mechanical and Electrical design, relevant Working Drawing and Bills of Quantities.
5-The structural design must take in consideration the seismic load specification.
6-Must have the capacity, within his/her team, of preparing and carrying out all Bid Documents including Drawing and Bills of Quantities in English.
7-Curriculum Vitae (CV) for the Consultant’s team including the Architect, Structural engineer, Mechanical engineer and Electrical engineer should be provided.
8-The Architectural design should follow and include international specification of needs for people with disabilities.
9-Prepare Technical specifications, according to the adopted International standards and codes, with the national regulations, and in accordance with relevant general technical specifications in Palestine.

10-Deliverables expected from the consultant:
-Full set of design drawings technically approved by the Association of Engineers as per local laws.
-List of “dual use” materials which will be involved in this project and their quantities such as (Cement, Steel, and Aggregate (Foulia, Adasia, Semsemia), Marble and Granite Adhesive, Putty for oil paint, bitumen sheets, binder … etc.)
-The Drawings, Technical Specifications, and BOQs, should be prepared in a sufficiently detailed manner to provide bidders with the necessary details for preparation of reliable and sound bids
 
Submittals by bidders
Each Consultant shall present his offer in two separate sections in envelop as follows:
Section A (Technical Offer)
-Portfolio of work for the last 6 years.
-Evidence of previous designs for at least three projects, including evidence of details in accordance with international standards.
-CVs of proposed team, (the Consultant will need to obtain prior NRC’s approval if a team member is changed during the contract period).

Section B (Financial Offer)
-Price per square meter for home design and Bill of Quantities as well as price for housing unit of 150 square meters.
-Bid documents shall include all costs expensive excluding sales tax or other taxes.
-Bid documents shall be deemed inclusive of all charges excluding sales tax OR other taxes, if applicable.
-Prices should not include engineering supervision, and should include all the fees for engineering syndicate with Zero Vat.
-Prices should be valid for 90 days.

Notes
-Offer should be in a sealed envelope send to Norwegian Refugee Council, 5th floor Hejji Building, Al Rasheed Street., Gaza by Thursday 24 May 2012 COB.
-The winning bidder will be requested to submit performance bank guarantee of a value 3000$ and this bank guarantee will be valid for at least one month after the expected completion date of the contract.
-Bid documents that do not include all information requested or which are not submitted within the deadline will be rejected.
