UNDP Programme of Assistance to the Palestinian People (PAPP) derives its mandate from the United Nations General Assembly Resolution 33/147 of 20 December 1978 to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end.

UNDP/PAPP places empowerment, resilience and sustainability at the center of its operation and focuses on three priority areas: the Gaza Strip, East Jerusalem and Area C of the West Bank, where the needs are the greatest. UNDP/PAPP is active in four thematic areas: democratic governance and the rule of law; economic empowerment and private sector development; environment and management of natural resources; and public and social infrastructure.

UNDP/PAPP is seeking a candidate to fill the position of Programme Manager based in Ramallah, to manage the Investment Programme for Resilience. The Programme is characterized by two main components: outcome 1, aimed at strengthening the health system and outcome 2 aimed at reinforcing resilience through community infrastructure. Over the past two years, the Programme has focused primarily on outcome 1, (1) provision of medical equipment and supplies, (2) deployment of health personnel and workers in the West Bank, East Jerusalem, and Gaza, and (3) procurement and placement of medical waste treatment systems in health centres. Currently and going forward, the Programme will focus entirely on outcome 2. Under outcome 2, IPR seeks to address community needs through investments in community infrastructure and basic services within a strategic approach in reducing disparities, strengthening social cohesion, and enhancing community engagement and ownership (particularly women, youth, and people with disabilities), and also contribute to creating short-term employment opportunities through construction/rehabilitation works and long-term sustainable jobs for the operation and management of the new services provided. The incumbent will work under the guidance of the Deputy Special Representative and Assistant Special Representatives and the direct supervision of the Programme Analyst, and for an expected duration of 1 year with possibility of renewal. S/he will be managing the day- to-day programme activities as well as the programme team.

The Programme Manager will undertake the following functions:

  1.  Programme Implementation and Strategic Management: responsible for the implementation and delivery of key components of the Programme outcomes and strategic management of the resilience agenda, including, but not limited to:
  • Advises the Programme Analyst in his/her function to oversee the programme, with regards to challenges and opportunities arising from the implementation of activities and which could inform a revised/new approach for future phases;
  • Implements and manages the programme on a day-to-day basis, coordinates the implementation of the respective activities based on the programme document, including, as needed, supervision and guidance of other programme staff, consultants and experts with a view to achieving programme results;
  • Ensures effective and efficient implementation of the programme activities, including work planning, procurement, human resources/recruitment, monitoring and evaluation and reporting functions;
  • Closely monitors the delivery status and prepares updates – both narrative and financial – in relation to the agreed work plan and implementation strategy. Prepare programme progress and ad hoc reports and ensures timely and quality submission of the reports to the board and relevant donor(s).
  • Mobilizes goods and services to support programme activities, including Call for Proposals, drafting TORs and works/product requirements and specifications;
  • Ensures that gender equality is pursued in all programme activities and reflected in work plans, budgets, reports, research, analyses and, where relevant, analyzed in detail;
  • Consults regularly with other UNDP projects and programmes on related activities, where synergies are possible.
  1.  Partnership and Coordination:
  • Builds partnerships with local and international civil society organizations, line ministries and other relevant partners throughout programme implementation.
  • Maintains regular coordination with partners and provides quality assurance of experts and partners’ inputs and products;
  • Identifies opportunities for deepening the cooperation and recommends adequate approaches to dealing with different stakeholders based on information gathered during implementation;
  • Maintains regular communication on relevant programme issues with the local and international counterparts, consultants and experts and ensure quality and timely delivery of all agreed outputs;
  • Maintains effective linkages with current and potential donors;
  • Engages with groups and communities in programme activities to reflect their needs before implementation and identify elements of success during and after implementation.
  1.  Financial and Operational Management:
  • Ensures integrity of financial and administrative procedures as well as a consistent application of UNDP rules and procedures with regard to programme implementation and operations.
  • Supervises requisitions, purchase orders and payment requests in ATLAS, and ensures monthly delivery updates on financial delivery performance.
  • Manages and monitors programme risks initially identified, submitting information on the new risks and possible mitigating measures to the Board for consideration and updating the status of these risks by maintaining a Project Risk Log;
  • Assumes responsibilities in line with the office Internal Control Framework and acts as a `first authority` for Project transactions;
  1.  Policy Advisory and Knowledge Management:
  • Identifies sources of information related to policy-driven issues, identifies and synthesizes best practices and lessons learnt directly linked to Resilience programming in Palestine.
  • Ensures compilation and synthesis of lessons learnt and best practices throughout programme implementation;
  • Supports the strategic sharing of relevant knowledge and information gathered throughout the implementation phase, in close collaboration with the UNDP Communications and Partnerships Specialist;
  • Sound contributions to knowledge networks and communities of practice;
  1.  Communication and Visibility:
  • Guides the work of the communication company on all communication and visibility related activities, including regular follow up meetings, monitoring the workplan, ensure quality deliverables, liaising with the UNDP Communication and Partnership Specialist
  • Communicates programme goals and activities clearly to both stakeholders and the wider public.
  • Informs the relevant colleagues on the further development and improvement of the MIS system
  • Leads the development of programme presentations on methodology and progress to partners and external stakeholders.

People Management:

The Programme Manager will supervise a team of two Engineers, a Coordinator and a Community Mobilizer in the West Bank. Moreover, it will also coordinate the work of the team in the Gaza Strip, headed by a Deputy Programme Manager and consisting of a team of two Engineers, a Site Engineer, a Coordinator and a Community Mobilizer. Additional support staff might be hired.

Required Skills and Experience:

Min. Education Requirements:

Master’s Degree or equivalent in Engineering, Business Administration, or directly related field.or

Bachelor’s Degree in Engineering, Business Administration, or directly related field.

Experience:

Minimum years of Relevant Work Experience:

Minimum of 2 years with MA Degree

Or Minimum 4 years with BA Degree of progressive experience in managing development projects/

programmes.

Required Skills:

Proven experience in dealing with local governments, NGOs, and bilateral and multilateral donors

Experience in project management Experience in results-based management

Experience in financial, risks, human resources and procurement management

Desired skills in Addition to the Competencies Covered in the Competencies Section:

Knowledge of the UN system and familiarity with UNDP procedures would be an asset.

Previous experience with international (public or private sector) organizations is desirable.

Knowledge and/or experience in infrastructure projects is an asset.

Required Language(s):

Fluency in both English and Arabic is required (verbal and written).

Professional Certificates

Project management certification will be an asset.
