Municipal Governance Advisor/Palestinian Community Assistance Program International Relief and Development (IRD) (www.ird-dc.org) is a non-profit organization specializing in international development and humanitarian assistance in over 40 countries.
IRD is operating in the West Bank and Gaza since December 2007. IRD’s mission is to reduce the suffering of the world’s most vulnerable groups and provide tools and resources needed to increase their self-sufficiency.
IRD is requesting CVs from Palestinian candidates for a Municipal Governance advisor position for the upcoming Palestinian Community Assistance Program (PCAP). PCAP is a USAID-funded humanitarian response and recovery program in Gaza which will administer large sub-grants that will support complex programs in Gaza with the goal of improving food security, secure housing options, and household level economic recovery.

The incumbent will assist local governments in Gaza in strategic goal setting and planning, and budgeting for service delivery as a component of humanitarian response. The position is based in Gaza and is contingent upon receipt of award.

Required qualifications:
Candidates should have:
-5-6 years of experience in strengthening municipal governments in response to humanitarian crises, demonstrated experience in improving the delivery of municipal services in Gaza.
-Strong knowledge of the local NGO community and community associations.
-A proven record of designing, implementing and delivering successful technical assistance to development and humanitarian relief programs in Gaza.
-Post graduate degree/Masters degrees in social sciences , community development, International Humanitarian Assistance, etc.
-Fluency in both English & Arabic
