PROGRAM SUMMARY
IREX seeks a qualified Project Manager for a U.S. Department of State Palestinian Research Hub Program in the West Bank. The program is expected to create a research hub to reinforce research and critical thinking as core competencies in Palestinian universities and to drive private sector partnerships and innovation. The Project Manager will be responsible for ensuring that the project meets its objectives, providing strategic leadership for the administration, logistics, and operational functions of the program. The Project Manager will ensure that all operational activities under the project are implemented efficiently and in full compliance with IREX and USG requirements.
This position is contingent on funding.

SUMMARY OF RESPONSIBILITIES:
- Develop and implement a plan of activities to meet program objectives
- Provide strategic leadership for the administration, logistics, and operational functions of the program
- Ensure that all operations comply with IREX, USG, and local government regulations
- In coordination with IREX, establish and ensure implementation of IREX/West Bank operational policies and procedures
- Coordinate with IREX home office and IREX/West Bank field Office
- Oversee project budgeting and ensure budget discipline
- Provide direction, guidance, training and coaching to the Research Hub secretariat to ensure procedures are aligned with best practices and IREX and USG rules and regulations
- Initiate and manage the different types of partnerships that will be developed to ensure the program’s success and sustainability.
SKILLS AND QUALIFICATIONS:
- Minimum of Bachelor’s degree (Master’s degree highly preferred) in a management or education discipline or related field
- At least 10 years of increasingly responsible experience managing the operations and administrative aspects of international donor funded projects
- Demonstrated expertise in such areas as higher education management, research, research management, capacity building, university-industry engagement, faculty training and development, and curriculum development strongly preferred
- Good understanding of finance, sub-grants, and procurement processes
- Experience working on USG funded programming required, experience in the West Bank or the MENA region preferred
- Strong interpersonal skills, ability to interact effectively with partners, donors, and other relevant stakeholders and personnel associated with this program
- Excellent management, communication, and interpersonal skills
- Ability to communicate professionally and provide written reporting in English required; Arabic language skills required.
