OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Head of Office and the direct supervision of the Finance and Administrative Officer, and in close collaboration with the relevant IT services at UNESCO Headquarters, the incumbent will act as a technician of the Ramallah Office Information Communications Technology systems, coordinate with associated service providers and resolve ICT-related issues. Diagnose, detect, solve and follow up on IT issues which include but may not be limited to:

-Provide first level ICT support to all employees by attending to queries raised by staff through the local Helpdesk system or active follow-up with HQ when second level support is required
-Advise staff on the proper use of software products such as MS Office, MS Outlook, IRIS, Skype 4 Business and ensure that only authorised software and devices are installed or connected to UNESCO systems
-Records Management policy adherence, data backup and restoration
-Virus and malware detection, removal and prevention
-Research and retrieval of data from internal and external sources
-Troubleshooting services such as printing, scanning, Internet connection etc.
-Respond to user’s questions and needs regarding network access
-Provide ICT support to teleconferences, videoconferences and key events
-Perform technical functions including hardware and software installations, upgrades and routine repairs
-Maintain an up-to-date inventory of software and hardware support, including administration of the office asset registry system.
-Plan for procurement and manage IT stock supplies and spare parts
-Ensure timely maintenance of all associated systems personally or through contracted companies through a maintained log as reported monthly
-Ensure a database of all ICT related suppliers is maintained, including timely processes for bid collection, award and establishment of contracts and payments due to each to ensure continuity of services
-Participate and assist in the organization of training to employees on ICT issues
-Backstop and assist with UNESCO Ramallah website management and FaceBook page data updates
-Perform any other duties as required by the Finance and Administrative Officer

Job Requirements

REQUIRED QUALIFICATIONS

EDUCATION

-Completion of secondary education is required
-A technical or vocational education in an information technology field is an asset
-Relevant certification in hardware and software management is an asset
-Specialized training/Certification in computer sciences or information technology is an asset

WORK EXPERIENCE

-A minimum of 3 years of experience in the field of information and communication technologies, including helpdesk, maintenance of hardware and software, packages and applications.

-Good interpersonal skills
-Ability to establish good working relationships within a multicultural environment and facilitate team-work
-Demonstrated resourcefulness, initiative, maturity, tact, astuteness and the ability to identify problem areas
-Ability and willingness to acquire new knowledge and techniques. Self-development and initiative taking
-Fundamental knowledge of processes, methods and procedures
-Good computer skills, including the use of relevant software such as MS Office, Skype 4 Business, Visio etc

Languages
Excellent knowledge of Arabic or English and good working knowledge of the other language.

BENEFITS AND ENTITLEMENTS

UNESCO’s salaries are paid in local currency. Other benefits include up to 30 days annual leave per annum if full-time, prorated allowance towards medical insurance and pension plan upon provision of proof of enrolment.
