IT Expert-Financial Solutions

Public Financial Management Improvement Project (P162850)
 
The Palestinian Liberation Organization, for the benefit of the Palestinian Authority, has received financing from the World Bank, International Development Association in the amount of USD 3.5 million towards the cost of the Public Financial Management (PFM) Improvement Project (the Project). The Project development objective (PDO) is to enhance the expenditure controls, financial accountability and procurement management of the Palestinian Authority. To achieve this PDO, the project will mainly cover four components: (i) Component 1- Improving Budget Expenditure Management, Financial Control and Cash Planning; (ii) Component 2- Improving Financial Accountability of the PFM System; (ii) Component 3- Modernizing Public Procurement; and (iv) Component 4- Project Management. 
 
The Project is being implemented by the Ministry of Finance (MOF) in cooperation with the High Council for Public Procurement Policies (HCPPP) and State Audit & Administrative Control Bureau (SAACB). HCPPP will manage the implementation of Component 3. A Project Management Unit (PMU) is established at the MOFP to manage the implementation of this project, as well as consultants in various technical fields, to manage the overall implementation and coordination of the Project. 
 
MOFP is considering the appointment of qualified consultants. The selected consultants will be housed within MOF in Ramallah. The expected duration of each assignment is one year on a part-time basis.
 
Individual Consultants shall be selected for the above-mentioned post in accordance with the World Bank’s procedures as specified in the World Bank’s Procurement Regulations for Borrowers under Investment Project Financing dated July 1, 2016 (“Procurement Regulations”).

IT Expert-Financial Solutions

Scope of Work: 
  • On part time basis, this specialist will work at the Ministry of Finance premises in Ramallah, to review the current structure of the Financial Management Information system (FMIS) (Bisan system), and assess to which extent it serves the accounting cycle, control, and reporting needs for the Palestine government.
  • Develop a detailed sophisticated matrix that illustrates revisions of conceptual and technical issues at system in cooperation with PFMI team at MOF.
  • Develop blueprints of bespoke designs for MOF needs, either as a proposed solution to the diagnosed issues (as reported in the matrix of issues), or to develop solutions to other needs. 
  • Set time schedule, action plan with following up mechanism to implement this plan with FMIS-hosted Company. 
  • Provide diligent following-up with the MoF team and FMIS hosted company to ensure services and reforms are delivered as agreed in terms of technical quality and time schedule.
  • Regular reporting against the matrix of issues showing, achievement, adjustment and challenges.

Job Requirements
Core Qualifications:
 
The consultant should have at least ten years in the following demonstrated experience and skills areas:
  • Robust knowledge of Angular Framework, applications and features.
  • Advanced Knowledge of financial information system solutions.
  • knowledge of BISAN systems. 
  • Extensive knowledge experience with virtualizations and cloud hosting.
  • ITIL (Information Technology Infrastructure Library) and/or ITSM (IT Service Management) Certification is preferred.
  • Administrate infrastructure, including firewalls, databases, virtual, software and other processes. 
  • Prior experience in envisioning public systems and conducting multiagency coordination, and or overseeing IT-related projects for public sector entities.
  • Able to define technical and functional requirements of financial systems, including IFMIS, RMIS, and budget preparation.
  • Possess strong analytical, communication and management skills, as well as solid mediating and consensus building skills. 
  • Familiarity with techniques for organizational design, process improvement, technology assimilation and process modeling. Extensive knowledge of workflow and business process management and familiarity with business process standards. 
  • Working with public sector development concepts and procedures, as well as with the best practice in institutional assessment. 
  • Knowledge in Integration requirements 
  • Excellent communication skills in English language.
