IT Officer/Developer

IMG (International Management Group) is an intergovernmental organization involved in monitoring and in implementing EU funded projects in the West Bank and Gaza Strip.
IMG is soliciting applications for the position of an IT Officer/Developer and looking for a dynamic, highly organized professional with excellent interpersonal and communication skills for a mid-term engagement.

Tasks:
Under the direct supervision of the team leader, the IT Officer/Developer will perform the following duties:
-Assist in the design/testing/implementation of IMG databases.
-Design and development of full Information system.
-Maintaining user manuals for the systems.
-Draft “Functional requirements requests” when necessary.
-Administer IMG database systems platform and advise on hardware requirements.
-Any tasks as requested by IMG team leader in the scope of his/her position.

Necessary Qualifications:
-BA or higher in Computer Science or related fields.
-At least five years experience in the field of development cooperation, banking, insurances, finance or public administration at national level or international level.
-Strong experience in system analysis and processes re-engineering to improve system efficiency;
-Proven expertise in database development using Microsoft technologies, and specifically VB.net, C#, ASP. NET and MS SQL Server 2005 and 2008.
-Excellent knowledge of SQL and proven MS SQL Database administration experience.
-Strong back-end database development skills with data modeling, table creation, stored procedures development, SQL profiler and SQL performance/analysis issues, experience with DTS packages.
-Minimum of 2 years of experience developing reports using SQL Server Reporting Services 2005 or higher.
-Comprehensive knowledge of Enterprise and application architecture, Modular programming techniques, Relational databases, Web development techniques and tools.
-Fluency in spoken and written English/Arabic, and excellent report writing and verbal communication skills.
-Strong negotiations skills, ability to effectively and convincingly discuss complex issues in settings with a variety of stakeholders.
-Ability to work well both in a team setting and independently with minimum mentoring.
-Ability to develop based on technical detail design documentation.
-Ability to write and maintain technical documentation.
-Ability to solve problems and troubleshoot.

Employee will work in Jerusalem/Ramallah and shall be available to travel upon request to the West Bank and Gaza Strip.
