Chemonics International Ltd., a leader in global development, seeks full time IT Specialist for its USAID-funded Enhanced Palestinian Justice Program (EPJP) in Al-Bireh.

Position Objectives, Basic Functions/Critical Tasks:

The IT specialist identifies, troubleshoots, and resolves problems encountered by EPJP users of server, desktop systems, Internet, and other computer technology; troubleshoots and solves local-area network problems; provides technical support to end-users regarding computer hardware and software; installs, tests, certifies and troubleshoots networking cabling systems; installs configured network equipment; provides technical expertise to end-users regarding optimal set-up for software, hardware and network use; installs, configures, monitors and troubleshoots a wide range of network and data communications software and hardware; trains users in various software applications and network-related procedures; and performs related work as required. The incumbent may also, as needed, participate in analysis, design, drafting of functional requirements and specifications, development, and acceptance testing, supporting implementation (e.g. installation, configuration, testing, etc.), training, end user support, data quality monitoring, troubleshooting and other activities as needed related to creating justice sector software. 
Specific tasks include:

Technical Support:

-Configures and maintains desktop and laptop systems including anti-virus, operating systems, and application updates;
-Windows Server configuration, management and installation including Active Directory and Server Backup
-Backup and restore project files
-Routers & Access points installation and configuration
-Identifies, troubleshoots, and resolves hardware-, software-and network-related problems encountered by end-users of PJEP and EPJP shared network and the Internet;
-Analyzes bugs in system and application software; researches and tests possible solutions; implements solutions;
-IT equipment analysis and procurement
-Basic knowledge of using Adobe Photoshop CS ME Edition
-Website update and management;
-Provide support and maintenance for printers, networked copiers, scanners and faxes.

Training:

-Trains end-users on the use and features of the various operating systems and applications on the various platforms.

Network Management and Security:

-Installs, certifies and troubleshoots network cabling infrastructure, including the local area network equipment and software;
-Performs network administration maintenance, configuration for network file servers, develops and enforces PJEP/EPJP’s network security and installation procedures;
-Creates and enforces formal guidelines, policies and procedures related to ensuring the smooth, secured and error-free operations of EPJP network. Ensures network and processes conform to approved standards;
-Manages major network, hardware and security software;
-Maintains and monitors network systems and internet connectivity including configuration management, backup, archival, and software upgrades;
-Provides data backup and retention. Provides data restoration as directed by supervisor.

Procurement Activities:

-Participates in IT-related procurement procedures as required, including developing specifications, recommending responsible vendors, and participating in or advising technical evaluation committees;
-Track hardware, software, and licensing;
-Receives and inspects IT-related purchased supplies and services;
-Works with vendors to resolve hardware operating system issues; researches and tests possible solutions and implements solutions.

As requested, provide assistance with the development of, implementation of and support to the operations of justice sector counterparts’ IT systems.
   
Develop and maintain good working relationships with court counterparts in coordination with relevant component leaders and the procurement team.
Other duties as requested by supervisor.

Education, Qualifications and/or Equivalent Experience:

-BA in computer science or information technology
-At Least two years of experience in network administration (implementing local area networks, network and computer trouble-shooting and problem solving)
-Excellent understanding of: Internet, website development, MS operating systems, Intranet, E-mail, firewall technologies, and network protocols;
-Strong analytical, problem solving skills and excellent oral and written communication skills.
-Strong Arabic and English language skills
