With the Programme “Strengthening of Police Structures in the Palestinian Territories”, Germany is making a comprehensive contribution to developing the capacity of the Palestinian Civil Police (PCP) as part of an institutional development process of their forces. The objective is as follows: The PCP operates to professional standards. Its approach is citizen-friendly and it acts in accordance with the principles of the rule of law. The police forces ensure security and order while respecting human rights. Strengthening community relations is a central part of their work. To this end, the community policing approach is mainstreamed in the context of structural reform in all police stations of the West Bank. The PCP is further developed to carry out professional, transparent and citizen-oriented policing tasks at the community level.
The GIZ Police Programme is seeking to fill a position of a
Junior Administrative Officer (Full-time)
Responsibilities and tasks include but are not limited to:
The Junior Administrative Officer will be responsible for the following tasks:
Procuring of goods and services required for the programme, in accordance with GIZ Rules and Regulations
Preparing and maintaining inventory lists and monitoring the availability of resources
Organizing, coordinating, and documentation of meetings, workshops for the programme
Answering, forwarding and/or taking calls
Preparing and organizing travel schedules, hotel accommodation and transportation for the programme staff, consultants, counterparts
Organizing and maintaining the office, office equipment, and vehicles, including vehicles’ logs, fuel consumption calculation, and renewal of vehicles’ license and insurance
Translation of Arabic/English programme-related documents
Financial management, such as cash withdrawals, petty cash, maintaining the cashbook, bank accounts, preparing and entering vouchers
Preparing administrative receipts and vouchers for booking and VAT issues; travel claim calculations for the programme staff, consultants, and counterpart
Managing and following up on payments for vendors, consultants, etc.
Managing and monitoring the monthly accounting and financial plans
Assists with monitoring expenses in accordance with the budget
Performs other duties and tasks at the request of management

Required qualifications:
University degree in relevant specialisation and qualification in business administration desirable (equivalent of BA)
At least 2-3 years’ professional experience in a comparable position
Fluent in English and Arabic. German is a plus
Strong computer skills, particularly in MS Office applications (e.g. Word, Excel, PowerPoint)
Excellent communication and interpersonal skills
Fast learner and team player
Ability to work under stressful conditions, self-initiator, flexible and able to work in a multi-cultural environment
Willingness to upskill as required by the tasks to be performed
Assignment: Starting 01.03.2018 to 30.09.2018
