With the programme “Strengthening the Influence of Palestinian Refugees on their Living Conditions” (PART) as part of the regional programme Supporting Palestinian Refugees (SPR), Germany is making a comprehensive contribution to supporting the United Nations Works and Relief Agency for Palestine Refugees in the Near East (UNRWA) and other partners in Lebanon, Jordan, Gaza and the West Bank. The objective of PART is as follows: The exertion of influence of Palestinian refugees for improving their living conditions in a protracted violent conflict has increased on individual and structural level. PART pursues a multi-level approach: consultancy to UNRWA and institutions of the host governments regarding reform processes and regional networking; support of national non-governmental organizations (NGO) with regard to setting up network structures (e.g. youth platforms); support of the exchange between the camps and the transfer of knowledge between community-based organisations (CBO).

In order to support the implementation of PART in the West Bank, we are looking for a full-time (100%)

“Junior Project Advisor”

Tasks and Functions include but are not limited to:

Leave No One Behind (LNOB)

• Acts as focal point for PART
• Develops ideas and concrete suggestions on how to further integrate LNOB into PART (per field and regionally)
• Monitors implementation of all ongoing activities within PART regarding contribution to LNOB and makes suggestions for adjustments

Gender

• Serves as regional focal point for gender for PART
• Closely liaises with all colleagues in PART who work on gender, combines concepts, approaches and activities and shares with all
• Develops concrete recommendations for improved implementation
• Introduces gender concept to partners and target groups
• Plans with partners and target groups (in all of PART’s fields of implementation) concrete activities improving the inclusion if gender aspects

Reporting and knowledge management

• Supports with the reporting to BMZ (with special focus and gender and LNOB but also beyond)
• Collects and merges all input from the PART teams to the reporting
• Follows-up on DMS filing, regularly ensures all necessary files are uploaded

Networking

• Closely cooperates with PART team members in Jordan and Lebanon concerning the networking pillar
• Develops new ideas for networking events and organizes implementation
• Supports the head of program in regional networking

Other duties/additional tasks

• Supports with organizing thematic meetings
• Contributes to PART’s monitoring
• Conducts research to a variety of topics (feeding into PART’s activities and/or providing background for the different pillars, especially youth and networking; or providing market research for consultancy contracts)
• Deputizes other staff members upon need
• Performs other duties and tasks at the request of management

Required qualifications, competences and experience

• Master’s degree (or equivalent) in social sciences, with special focus on gender studies and/or international relations background
• At least 1-year professional experience (also on voluntary basis) in a comparable position
• Very good knowledge of oral and written English, good German skills a big plus
• Good communication skills
• Good overview of the Palestinian refugee context
• Work experience on developing and introducing gender and LNOB concepts
• Ideally (theoretical and/or practical) knowledge on conflict transformation and participation
• Good planning and organizational skills
• Good background on improving gender equality in international cooperation and development 
• Basic knowledge of gender in psychosocial support
• Willingness and ability to travel frequently (to PART’s project offices in Gaza, Amman and Beirut)
• Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
• Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management 

Assignment: Starting 1st of February 2020, 12 months contract with possible extension up to 31st of October 2021.
