Justice for Children Specialist 



Location: Gaza Strip
Supervisor: Gaza Head of Base

Background: Terre des hommes Foundation (Tdh) is the largest non-governmental organisation for children’s aid in Switzerland. It undertakes to support the most vulnerable members of society through child protection and Justice for Children projects. Tdh has been implementing developmental projects and emergency relief programs in 34 countries and currently has operations in Hebron, Bethlehem and Gaza. Its Delegation Office is based in East Jerusalem.

Tdh is advertising the position of Justice for Children Specialist, based in Gaza. The position will report directly to the Gaza Head of Base and will have a technical line dot to the Justice for Children Coordinator. S/he will be in charge of the operational management of the Justice For Children Project along with the local partners included in the project, and will work very closely with the informal and formal justice actors (including ministries’ representatives and staff), for what communication, seniority and coordination/organizational skills are key for the position. We look for a motivated, flexible, dynamic, creative and IT-friendly user.
The position requires some travel to Bethlehem, Hebron and Jerusalem, which will depend on the availability of permits.

General Responsibilities

The incumbent has managerial responsibility for Tdh Justice for Children project in Gaza, under the supervision of the Gaza Head of Base and under the technical coordination of the Justice for Children Coordinator, including the follow-up of administration and logistics aspects related to the project with the support of the Finance and Administration Specialist in the Gaza Base.

The incumbent will conduct his or her duties in respect of the Charter of Tdh and the Tdh Child Safeguarding Policy (CSP). S/he advises the Country Representative on cases of breaches of the CSP.

Tdh expects that its staff’s professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Tdh and defends in all circumstances the interests of the movement.

Tdh intervenes without any political or religious consideration and is a non-profit organisation. The incumbent will direct his or her activities without preoccupation of political, racial or religious affiliation.


Specific Responsibilities

Project Planning and Management
   
-Ensure planning of the Justice for Children Project in accordance with its objectives, activities and targets outlined within Project Documents and in line with project’s budget.
-Ensure that activities are appropriately and timely perform. When deemed necessary, amendments to the current and future project, in consultation with the Gaza Head of Base and the Justice for Children Coordinator.
-In collaboration with the Gaza Head of Base and with the Finance and Administration Specialist in the Gaza Base forecast expenditures and track activities expenses.
-In collaboration with the Monitoring and Evaluation Officer in the Gaza Base ensure timely and accurate delivery of information, analytical inputs and maintenance of and updated M&E
-In collaboration with the Justice for Children Coordinator, participate in designing strategies for improved support to children in conflict with the law, with solid gender lens.
-Take the lead in assessments, brainstorming, and proposal writing exercises insofar as they relate to Justice for Children. Participate actively in assessments, brainstorming, and proposal writing exercises for other sectors

Project Implementation

-Plan and organize regular meetings with representatives of local authorities and other stakeholder working on justice and child protection in the Gaza Strip.
-Involve the community especially informal actors, where appropriate, in the protection processes of children in contact with the law.
-Plan and ensure development of awareness activities in close consultation with local authorities, communities and other stakeholders on Juvenile Justice and child protection topics.
-Ensure follow-up of the case conference rollout in the Gaza Strip with the key stakeholders.
-Ensure follow-up of the Standard Operating Produces for justice for children rollout in the Gaza Strip.
-Actively provision of technical inputs form the field knowledge on Tdh policy paper, training tools, fact sheets, etc.

IJS Database
   
-Monthly collection of cases of children in in needs of child protection services handled by the Informal Justice System (IJS) actors in the Gaza Strip.
-Lead on regular meetings, healthy and effective relationship with IJS actors as well as maintenance of the IJS Database through Excel, SPSS, and Mobile Data Collection System.

Capacity building
   
-Active participation in the capacity building support to the local partners’ representatives, and other relevant local authorities, as required by the project and in collaboration with the Justice for Children Coordinator.
-Jointly design a capacity development plan for the female IJS already mapped.

Coordination/Networking   

-Ensure regular meetings with the informal and formal justice actors (police, prosecutor, judges, etc.), the representatives and the Child Protection Officers/Probation Officers under the Ministry of Social Affairs in Gaza and any other public or private actor with relevancy in the project.
-Network with other NGOs and entities base in Gaza working in Justice of Children related areas in the interest of information sharing and best practices.

Reporting

-Produce and submit a monthly status report to the Gaza Head of Base and monthly project report to the Justice for Children Coordinator.
-Maintain and ensure a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non Tdh employees.
Security
-Comply with Tdh Security Regulations.

Child Protection Policy

-Commit to respect the Child Protection Policy.
-Be proactive with respect to Tdh Child Safeguarding Policy (CSP) and show leadership to all Tdh staff on child protection.
-Report cases of abuse on children as identified.

Others

-Undertake any other duties as required by the Gaza Head of Base.

Any change to the proposed tasks and activities will be discussed with the Gaza Head of Base. A high degree of flexibility on the part of all staff is expected. This job description may change based on the situation in the field.

Qualifications

-Full commitment and qualified experience in justice for children and child protection.
-Sound gender knowledge.
-University degree in Law (highly preferable), international development, social work, human rights or other relevant degree. A complementary master degree will be an asset.
-At least 3 years of experience in a similar position preferably with an NGO.
-Fluency in Arabic and English. The working language in the office is English.
-Excellent communication and writing skills.
-Excellent analytical skills.
-Ability to use SPSS program, mainly data entry and analysis. 
-Strong organisational and planning skills.
-Ability to manage financial resources with utmost integrity.
-Proficiency with Microsoft Office applications (Word, Excel, PowerPoint).
-Valid driving license and ability to drive regularly in Gaza.
