JUVENILE JUSTICE PROGRAMME MANAGER
(MATERNITY LEAVE REPLACEMENT-NATIONAL VACANCY)

BACKGROUND: Terre des hommes (Tdh) Foundation, based in Lausanne is a leading Swiss Child-Relief agency with a strong mandate worldwide on restorative juvenile justice, which accumulates extensive experience in the Palestinian context with over 40 years. Tdh supports active participation and leadership in national, regional and international spaces regarding child protection and access to justice and tightly connected with national civil society organisations, research and policy institutions and key public stakeholders. Tdh’s long history in Palestine has allowed it to develop strong partnerships in the field of juvenile justice, including supporting the rehabilitation and reintegration of children in contact with the law and restorative juvenile justice initiaives.
RESPONSIBILITIES: Tdh Foundation is seeking a Juvenile Justice Programme Manager to cover a 4,5 month maternity leave period. The incumbent will have full operational responsibility of Tdh Juvenile Justice (JJ) Programme in Palestine including project management duties, guidance and supervision of JJ team in Gaza and Ramallah (total of 2 staff), coordination and respresentation duties in key fora in country, oversight of partners’ performance, internal and external reporting duties, proposal writing and oversight of administration and logistics aspects related to the JJ projects with the support of the Finance Manager, the Admin Officer and the overall direction of the Country Coordinator.

Specific responsibilities include:

JJ Project Management
Fully ensure the timely and quality implementation of the Justice for Children – Phase II Project funded by UNICEF, including:
Follow-up the workplans established and delivery of activities planned.
Completion of Child-friendly Standar Operation Procedures (SOPs) for children in contact and in conflict with the law.
Completion of Alternatives to Detention Documentaion Report.
Project Final Report (due at the end of May/June 2018).
In collaboration with the Finance & Admin responsibles, forecast expenditures (monthly), track activities expenses (monthly), make recommendations/modifictaions when appropriate and overallbudget follow up to ensure full compliance with Tdh and donor policies and procedures.
Supervise all substantive progress narrative reports done by project partners and Tdh JJ staff (monthly).
Guarantee proper and regular documentation of all project activities and monthly management of sources of verification.
Ensure timely and accurate delivery of information, analytical inputs and maintenance of and updated M&E framework of the project.
Under the direction of the Country Coordinator, ensure regular and fruitful communication with the donor, including donor’s visit to the project.
Planning, implementation and management of other JJ projects approved during the consultancy period of the incumbent.
Provide guidance to JJ team in Gaza and West Bank, planning and supervision of their monthly planning.

Project Strategy, Planning and Resource Mobilization
In coordination with the Country Coordinator, ensure aligment of project activities with JJ Palestine Strategy 2018-2020. Support strategic process as required by line manager with authorities and other stakeholders.
Take the lead and participate in assessments and proposal writing exercises insofar as they relate to JJ. Participate in the development of new proposals for funding and advise on their technical soundness and financial feasibility.

Coordination and Representation
Attend and actively participate in the Child Protection Working Group chaired by UNICEF in the West Bank (monthly) and Prison Group chaired by EUPOLCOPPS (quarterly).
Actively sustain and broaden (when possible) JJ-related networks relevant to the Programme. Share and report accordingly.
Organize regular meetings with representatives of national authorities and other stakeholders working on justice in the West Bank and Gaza, in coordination with the JJ staff and under the supervison of the Country Coordinator
Network with other (I)NGOs and entities base in West Bank and Gaza working in JJ related areas in the interest of information sharing and best practices.
Support the preparations of the Juvenile Justice World Congress 2018 with key stakeholders in Palestine.
Atteng Tdh JJ internal coordination meetings as required.

Informal Justice
Supervise the montly data collection of cases of children handled by the Informal Justice System (IJS) actors in different locations of the West Bank and Gaza along with the JJ team. Ensure monthly effective compliance of Tdh IJS Database through Excel, SPSS, and Mobile Data Collection System.
Compile full and quality quarterly IJS technical reports.

Security
Comply with Tdh Security Regulations.
Ensure that JJ team in Palestine comply with Tdh Security Regulations and with the indications regularly provided by the Country Coordinator on security matters.

Child Protection Policy
Commit to respect the Child Protection Policy.
Be proactive with respect to Tdh Child Safeguarding Policy (CSP).
Report cases of abuse on children as identified and provide technical support on the resolution of the cases along with the Country Coordinator and the rest of the staff. Strict confidentiality must be respected.

Others
Undertake any other duties as required by the Country Coordinator.

Job Requirements

Qualifications:

Master’s Degree or equivalent in Law, Criminology, Human rights, Political Science, Development Studies, Humanities or any other relevant discipline.
At least 5 years previous experience working with (I)NGOs or UN agencies.
Minimum 3 years of relevant experience in justice/child protection programming. Concrete experience in juvenile justice will be highly desirable.
Knowledge of gender issues and ability to guide and mainstream gender considerations intro programming required.
Minimum 3 years of professional experience in proposal development and reporting.
Previous experience and exposure to relevant actors working in juvenile justice in Palestine would be highly desirable.
Excellent communication and representation skills.
Excellent writing and reporting skills in English required.
Proficiency with Microsoft Office Applications (Word, Excel, Power Point).
Valid driving license and abily to drive regularly in the West Bank.
