Legal Counselor- Lawyer
A consortium of a Civil Society Organizations in East Jerusalem, which consists of the Union of Charitable Societies – Jerusalem (UCS), AL Bustan Association Silwan(BAS), and the Women’s Center Al-Thouri Silwan(AWC), is implementing its joint EU funded project: “Civil Society Empowerment for Social Change in Jerusalem: Strengthening Grassroots Networks and Partnerships”. The objectives of the project is to reduce the impact of policies and procedures that restrict the work of civil society organizations in the Jerusalem Governorate and to improve the resilience and solidarity of civil society organizations in Jerusalem. The project will be implemented over the next 3 years. The Legal Counselor will work under the direct guidance and supervision of the Project Manager and the Director-General of UCS-Jerusalem.
UCS is the first National Palestinian non-profit and independent union of non-governmental charitable and developmental societies that was established in Jerusalem in 1958. It strives to build an effective Palestinian civil society through advancing the Palestinian civil work in an institutionalized and democratic manner and according to good governance and accountability standards in order to contribute to national building and sustainable development. UCS aims mainly at empowering the Palestinian non-governmental organizations, developing their resources and advocating for their rights and causes. It also strives for supporting sectoral development priorities in the fields of social welfare, poverty reduction, health, education, childhood, women and youth empowerment, integration of the disabled people, elderly care, human development and demographic planning.

Reporting To : Programme Manager and Director-General of UCS-Jerusalem
Location : Based in Jerusalem
Duration : 12 month’s consultancy contract, renewable.
Job Type : Consultant-based on working Days/hours.

Professional Qualifications:
- To conduct legal analysis and research on various legal matters of UCS.
- Prepare analytical and critical papers for policies and applicable laws.
- Strengthen CSOs' knowledge of relevant policies and procedures and equip them with strategies to overcome obstacles in their operations.
- Empowers CSOs to navigate the legal landscape confidently, enabling them to effectively advocate for their causes and contribute to a more vibrant civil society in Jerusalem
- To provide advice on different legal issues and assist in drafting legal opinions, memoranda and other briefing documents.
- To be actively involved in preparing and drafting of different acts and legal submissions and draft the authoritative legal opinions as well.
- Provide wide range of individual legal aid services to CSOs in Jerusalem such as: registration and compliance, complying with funding regulations, labour and employment issues, taxation and financial reporting, contract reviews, or event litigation and dispute resolution and proceedings.
- Provide group counseling sessions for CSOs in Jerusalem
- Coordinate with legal institutions existing Jerusalem in the local community.
- Review cases for necessary action.
- Keep clear and orderly information in the Referral System Database.
- Maintain contact and communication with other parties involved in the referral mechanism.
- Ensure confidentially of the beneficiaries.
- Perform such other duties as may be assigned.

Professional Qualifications:
- Bachelor degree in Law.
- Member of the Israel Bar Association.
- A minimum of three years’ experience preferably in a legal advisory role.
- Excellent analytical, researching and drafting skills.
- The ability to analyze complex information and figures.
- Self-starter with initiative and drive and ability to think creatively and identify opportunities.
- Fair and objective decision making ability
- Organizational and planning skills.
- Solid knowledge of Israeli and Palestinian Personal Status Law.
- Solid knowledge of Israeli and Palestinian NGOs Law.
- Fluently in English and Arabic (Spoken and written).
- Excellent communication and report-writing skills.
- Good understanding of domestic violence and gender issues.
- Experience of working with NGOs and CBOs Strong computer skills.
