Global Communities is seeking a Leadership and Capacity Building Officer for the USAID West Bank/Gaza Pioneers-Raedat Project. This five-year $35M Project is intended to leverage women’s potential to create ripple effects that shift gender-based power relations within the Palestinian community. This Activity will improve institutional frameworks and processes in select sectors to ensure they align with legal requirements and international best practice (both existing and new that might be advanced through implementation) for the inclusion of women. It will also support communities to develop the necessary tools to promote women’s inclusion in activities outside the home; build the capacity and confidence of individual women by engaging institutions of higher education and civil society; develop male allies, political structures, and the private sector; and strengthen public awareness and advocacy around women’s issues, including gender-based violence (GBV).

The Leadership and Capacity Building Officer will join the Leadership & Capacity Building team in supporting the Raedat operations in the West Bank; collaborating closely with partners and stakeholders to create a sustainable impowering environment for Palestinian women.

Responsibilities:

  • Participate in creating structured curricula aligned with the Project's objectives to ensure the transfer of leadership skills and knowledge to beneficiaries.
  • Collaborate and provide training quality assurance guidelines to the Raedat Team Leaders, STTAs & Service Providers in customizing training materials to address the specific needs of different participant groups, ensuring inclusivity and relevance.
  • Assist the Capacity Building and Leadership Team Leader in formulating the strategy for the capacity-building plan and pathways to leadership approach.
  • Contribute to assessing the capacity-building needs of Project partners & beneficiaries and suggest modifications based on feedback collected.
  • Execute capacity-building strategies to enhance community engagement, rebalance power dynamics and promote active participation of the community member at all levels.
  • In collaboration with the national partners, works on the beneficiary’s recruitment and selection process according to the selection criteria.
  • Collect and process information and data for reporting, Monitoring and Evaluation purposes, utilizing existing systems for continuous improvement and evidence-based decision-making.
  • Collaborate with other teams within the Project to integrate cross-cutting themes into capacity-building programs, creating an integrated approach, specifically Social Behavioral Change & the Private Sector Engagement teams.
  • Facilitate and implement mechanisms for continuous feedback from the community and participants, fostering a responsive and adaptive approach to capacity-building initiatives.
  • Ensure that all training materials, sessions, and activities are delivered in inclusive language, considering cultural sensitivities, and addressing potential barriers to participation.
  • Share best practices and success stories emerging from capacity-building activities, contributing to organizational learning and knowledge sharing.

Job Requirements

Qualifications

  • Bachelor’s degree in a relevant field, such as Gender studies, Leadership development, Capacity building, or international development.
  • A minimum of three years of experience in capacity-building roles, preferably in international development projects.
  • Proven track record in designing and implementing successful capacity-building initiatives, both virtually and in-person.
  • Familiarity with Capacity building innovative and creative tools and methodologies.
  • Knowledge of the specific local context and challenges in the West Bank and Gaza, and familiarity with Capacity Building regional efforts.
  • Demonstrated teamwork experience.
  • Proficiency in project management and budgeting.
  • Demonstrated ability to articulate and present technical information clearly and effectively.
  • Demonstrated ability to create and maintain effective working relationships with USAID, stakeholders, Civil Society Organization partners, and international donor agencies.
  • Evidence of effective communication skills, both oral and written, to fulfill the diverse technical requirements of the agreement is desired.
  • Full Professional Proficiency in spoken and written English and Arabic are required.
