Position :Legal Coordinator

Position Purpose :
The Legal Coordinator is responsible for monitoring all legal affairs within their organization. He/ She will handle both internal and external legal concerns, and are tasked with doing everything in their power to keep their organization out of legal trouble. The main purpose of the position of Legal coordinator is to support the quality, timely implementation of legal assistance in compliance with relevant rules, laws and instruments. This role includes providing legal counsel to (for example, the board of directors, CEO, and other senior management, as well as APLA’s members).


Background APLA :
Founded in 1997, APLA is an independent organization mandated to represent and lobby for the collective interests of LAs by supporting capacity building among local governments, facilitating exchange of knowledge and best practices, and serving as vehicle for dialogue between the central government and LGUs.

Specific tasks :
The Legal Coordinator will:
Responsible for providing support in legal issues, by advising the Organization, drafting undertakings and structuring remedies for the relevant issues.
Develop and lead corporate legal strategy to promote and protect the Association’s matters.
Conduct legal analysis and research on various legal matters.
Enhance the networking process between LGUs.
Responsible for drafting legal opinions and any other legal documents.
Provide legal consultancy and support for LGUs in issues of concern.
Develop and lead internal audit and corporate compliance programs
Oversee delivery of legal services and resources to accomplish corporate goals, strategies and priorities.
Maintain proper corporate interactions with relevant local, state and federal governmental bodies, legislatures and the community at large.
Advise the CEO and other senior officers on a variety of issues.
Participate in the formulation of general management policy as a member of the executive of the management team
Review and draft regulations, contracts, agreements, memorandum of understanding, institutional and operational modalities or legal documents to meet specific circumstances.
Prepare legal opinions, briefs, reports and correspondence and provide legal advice on relevant matters
Translate legal documents from English to Arabic and vice versa.

Reporting requirements :
The Legal Coordinator will work in APLA’S office to provide effective and efficient management of APLAs Legal issues.
The Legal Coordinator will report on a day to day basis to the Executive Director of APLA.

Job Requirements

Minimum qualifications :
Qualifications and experiences:
University degree in the field of Law.
Qualified lawyer, Palestinian Bar qualification preferred
Minimum of  3 years of relevant legal work experience
Legal understanding and knowledge of Local Government Sector in Palestine.

Skills:
Extensive experience working in similar field.
Excellent written and verbal communication
Exceptional leadership skills
Knowledge of all applicable laws, rules and regulations
High attention to detail
Strong negotiation skills
Ability to prepare complex legal documents
Strong interpersonal, communication and presentation skills.
Excellent organizational skills and ability to work effectively in teams
Very good command of English and Arabic, both written and spoken
Good computer skills
Excellent legal analysis skills
