Seeks: Legal Research Coordinator
Jerusalem
The Norwegian Refugee Council (NRC) re-established its presence in the Occupied Palestinian Territories in January 2009 and is developing programme activities in the sectors of shelter and the provision of information, counselling and legal assistance (ICLA). The long term objective of the programme is to contribute to improved protection and living conditions for refugees and internally displaced persons in the OPT.
The ICLA programme is concentrating on providing legal assistance, particularly related to housing, land and property issues for those displaced or facing displacement in East Jerusalem and the West Bank. The programme will be administered from a country office in East Jerusalem. The ICLA programme requires a Legal Research Coordinator to be
responsible for undertaking all programme legal research needs.

Functions/Key Results Expected
Under the direct supervision of the ICLA Project Manager and the ICLA Legal Expert, the Legal Research Coordinator will perform the duties and responsibilities
in accordance with the objectives and activities mentioned below:

1-Researching and monitoring current legal developments in Israeli law including new and amended legislation related to housing, land and property;
2-Undertaking in depth legal research on identified topics of law related to housing land and property;
3-Preparing legal correspondences and legal position papers;
4-Producing legal information resources including fact sheets,brochures and reports;
5-Drafting legal documents;
6-Carrying out field visits as required;
7-Assisting NRC legal advisors in the preparation of case files as required;
8-Any other duties as specified by the Project Manager.

Skills and Qualifications Required
-Qualified lawyer with minimum 2-3 years experience practising law in Israel;
-Expertise in housing, land and property law desirable;
-Understanding of International Human Rights and International Humanitarian Law;
-Strong experience in legal research and writing;
-Excellent command of English, and Hebrew both written and orally. Arabic language skills desirable.

Commencement: As soon as possible
Contract period: 6 months full time
Location: Jerusalem
Salary/benefits: According to NRC’s general directions pay commessurate with experience.
