Legal Research Coordinator

Job Description
 
The objective of the Legal Research Coordinator position is to coordinate and undertake research and analysis related to international humanitarian law, human rights law and relevant domestic Israeli law. The Coordinator will also interpret domestic legal developments in light of international legal norms, in response to the needs of NRC’s Information Counselling and Legal Assistance (ICLA) programme, and in cooperation with the Advocacy team as per RACI.
Duties and responsibilities

Generic responsibilities :

1-Adherence to NRC policies, guidance and procedures.

2-Contribute to ICLA strategy development, project proposals and provide input on needs and gaps. 

3-Coordinate implementation of delegated portfolio of ICLA projects (activities and project documentation) in line with proposals, strategies and donor requirements.

4-Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist and promote and share ideas for improvement and necessary changes in the activities. 

5-Organize trainings for the ICLA team, relevant partners and beneficiaries.

6-Liaise and collaborate with relevant local authorities and other key stakeholders, including the Protection Cluster Coordinator (OHCHR) on key issues of interest to LTF and Protection Cluster members.

7-Ensure proper filing of all project documents.

8-Provide regular progress reports to ICLA PDM.

Specific responsibilities :

1-Monitor legal developments and trends in domestic and international law relevant to the working of the ICLA programme (15%).

2-Act as a focal point for project research activities including (70%):

-Identifying cases, themes and areas that require legal research;
-Drafting legal alerts, memos, briefs, opinions, factsheets, reports, case summaries and information materials for internal and external communication;
-Coordinate research carried out by external consultants, including drafting work plans, providing legal editing and ensuring all research meets NRC requirements;
-Coordinate ICLA inputs for advocacy purposes; and
-Maintain up to date records of all research conducted by ICLA.

3-Contribute to internal and external capacity building activities of the ICLA programme, namely (15%):

-Function as the authoritative source of interpretation of domestic and international law.

-Organize and carry out trainings/workshops to ICLA, ICLA partners and national and international organizations and other stakeholders on domestic legal framework in light of international legal norms.

-Act as a focal point for assessing requests for support by ICLA partners, national NGOs and international organizations on legal expertise of international law and remedies for Palestinians facing breaches of HLP and freedom of movement, including choice of residence violations.

4-Any other tasks assigned by ICLA PDM.

Job Requirements
Qualifications

1-University degree in the field of Israeli domestic law (Master’s degree is an advantage) and extensive knowledge of international humanitarian and human rights law
2-Expertise in housing, land and property law and freedom of movement
3-Minimum of 7 years of relevant work or post-graduate experience
4-Excellent research and analytical skills
5-Excellent communication and interpersonal skills
6-Strong organizational skills
7-Good cultural awareness and sensitivity
8-Fluency in English and Hebrew
9-Knowledge of Arabic is an advantage
10-Very good computer skills
