PNGO is seeking qualified candidates for the position of :
 

Legal Researcher

 

Background on PNGO:

PNGO is a coordination body for the NGO sector in Palestine with the purpose of strengthening the Palestinian civil society and contributing to the establishment of the Palestinian state based on the principles of democracy, social justice, rule of law, tolerance, and respect of human rights through networking, building-up the capacity of NGOs, developing information management centre and mainstreaming of society concerns into public policies, plans and programs. PNGO boasts of 145 national NGOs in the West Bank and Gaza Strip that work across sectors in different developmental fields. The job station is Ramallah with needed travel to East Jerusalem and Gaza.

Job Purpose:  

  • To conduct concrete legal researches for PNGO, monitor and analyze all legislations, media coverage, and policies that violates international human rights and humanitarian law including shrinking civic space, violations of freedom of expression, association and assembly in the OPT.

Major Duties:

  • Draft interventions, press releases, and other written advocacy materials on violations of international human rights and humanitarian law including shrinking civic space, violations of freedom of expression, association and assembly in the OPT.
  • Conduct high quality researches on violations of international human rights and humanitarian law including shrinking civic space, violations of freedom of expression, association and assembly in the OPT.
  • Monitor and analyse all legislations, media coverage, and policies that violates the freedom of expression, right to assembly, and right to association.
  • Carry out research in close consultation with advisory board and undertake related advocacy activities.
  • Contribute to substantive internal discussions on points of law and strategy concerning violations of international human rights and humanitarian law including shrinking civic space, violations of freedom of expression, association and assembly in the OPT.
  • Represent PNGO at meetings and conferences locally and abroad when needed.
  • Brief delegations on the international human rights and humanitarian law including shrinking civic space, violations of freedom of expression, association and assembly situation in the OPT.
  • Participate in meetings and annual planning processes.

Job Requirements

Job Qualifications:

1.                Master degree in international law or a related field, with at least 5 years’ experience in conducting legal researches

Key Skills and Competencies

  • Knowledge of, and ability to apply, legal principles, concepts and procedures and terminology for review, examination, and processing of a range of legal documents.
  • Knowledge of various legal research sources, including electronic, and ability to conduct research and analyze information on a wide range of legal issues.
  • Familiarity with standard research sources and ability to research and compile relevant legal materials/information; tact and discretion in dealing with confidential matters and materials.
  • Ability to interpret and apply legislative instruments, develop and present results, recommendations, and opinions clearly and concisely.
  • Good time management with the ability to identify priority activities and allocate the optimum amount of resources to complete assignments before deadlines.
  • Takes ownership of all responsibilities and honors commitments, delivers outputs, and operates in compliance with organizational regulations and rules.
  • Works collaboratively with colleagues to achieve organizational goals and solicits inputs by genuinely valuing others' ideas and expertise.
  • Demonstrates professional competence and mastery of subject matter.
  • Knowledge of relevant internal policies, processes and procedures generally and in particular those related to legal and associated activities.
  • Language proficiency (in speaking, reading and writing) in English, Hebrew and Arabic is a must.
  • Strong conceptual and analytical skills and ability to think and operate innovatively and strategically.
  • Good administration and organizational skills.
  • Time management and prioritizing skills.

  • Ability and willingness to travel both at home and abroad.
  • Flexible in working hours – ability to work evening and weekends when required.
