JOB SUMMARY
The Liaison, Access, and Security Coordinator for MedGlobal in Gaza will play a crucial role in ensuring the successful and safe delivery of programs. Responsibilities include monitoring security situations, enforcing regulations, and providing timely advice to MedGlobal staff. The officer will implement the Humanitarian Security Management Plan, advise on humanitarian access and security risk management, and contribute to program design. Additionally, the role involves building relationships, negotiating access, managing incidents, and offering guidance to partner organizations. Capacity building for staff and partners is a key aspect, emphasizing active collaboration and contextual appropriateness. Overall, the officer aims to maximize MedGlobal's effectiveness in Gaza.
MAIN DUTIES AND RESPONSIBILITIES
The “Liaison, Access and Security Coordinator” will be responsible but not limited to:
The Liaison, Access, and Security Coordinator will play a key role in the timely and quality delivery of MedGlobal’s programs in Gaza by providing support on a range of tasks related the access, safety and security, and the UN and authorities liaison in the whole Gaza where MedGlobal will be establishing operations.
Liaison and Access
- Coordinate and liaison with authorities and stakeholders on Gaza level and on the level of WHO Gaza in the strip.
- Ensure with local stakeholders that MedGlobal staff have access to target areas.
- Coordinate with Access Support Unit ASU and Coordination and Liaison Administration CLA units on a daily basis to ensure best route and movements for MedGlobal staff and movement in advance.
- Access Emergency Coordination Portal ECP to submit the daily movements to the UN coordination unit to notify the authorities.
- Supervise MedGlobal vehicles and drivers, and to make regular assessment of the vehicle safety and functionality.
- Ensure that MedGlobal is compliant with legal, administrative, and access requirements, i.e.
registration, MoU, sub-agreements, movement permits, visa, etc.
- Closely coordinate access and security matters with Country Director, Programmes and
Operations departments.
- Represent MedGlobal at security and access forums, network with NGO colleagues in similar positions.
Security
- Regularly analyze context and risks, providing frequent clear verbal and written updates to the MedGlobal management team.
- Maintain contact list of relevant UN entities and Non-Government Organizations working in Gaza.
- Conduct specific access and security assessments as per MedGlobal needs, i.e. area assessment, actors analysis, road assessment, compound or guest house assessment etc.
- Suggest risk-mitigating measures and changes in procedures based on risk assessment outcomes Develops specific contingency plans for Gaza office and areas of activities as dictated by the security context. This is not limited to Hibernation, Relocation and Evacuation.
- Update and upgrade security and safety-related documentation, i.e. risk assessment, safety and
security management plans, medical plans etc.
- He /She ensures that all safety measures regarding fire hazards are in place and fire-fighting
equipment is serviceable in all MedGlobal facilities.
- Develop MedGlobal country Security SOPs, Manuals in close coordination with CR.
- Carry out basic safety trainings to all staff including Firefighting drills, building evacuation and
new staff induction.
- Supports the country representative to implement SOPs and security protocols and procedures
in all the field offices.
- Establish and maintain an information network to successfully provide corroborated information
and early warnings.
- Verify security situation in destination areas and along access routes, issuing travel clearance for MedGlobal staff.
- The job may also require working on different shifts even during evenings, weekends, holidays
and special events, but normally follows a 48-hour a week schedule.
- Participates in developing Security Risk Assessments and sites assessments for new Offices,
Warehouses and hotels accommodations as well as other assignments of activities locations.
- Serve as a focal point for incident reporting, follow-up incidents as per authority given by the Country Director.
- When a security issue falls inside or outside the jurisdiction of the organization, the security should be able to report the matter to the appropriate authorities.
- Undertakes any security-related duties assigned to him/her by his/her supervisor.

QUALIFICATIONS AND SKILLS
- Bachelor degree in relevant field, with experience of 5 years as a security officer
- English and Arabic languages: good speaking and writing.
- Computer skills: good knowledge of Microsoft Word, Excel, and Outlook.
- Must be able to solve practical problems quickly and efficiently when the need arises.
- Able to help in writing and developing security policies and procedures for the security
department.
- Able to communicate well and be suspicious with all relevant activities for security, to gather
- information and report to his/her supervisor.
- Able to coordinate for the internal organization.
- Must possess management skills
- Excellent organizational skills, detail-oriented, multi-tasker, and flexible work style
