Job Description

Title: Life Coaching and Stress Management Sessions to Social Counsellors.

Background:

In line with the Palestinian Government’s commitment to fight Violence Against Women (VAW) as set in the National Strategy to Combat VAW, and in full partnership  with the protection, security and justice sectors’ actors, including the Palestinian Civil Police (PCP), the Public Prosecution (PP), the High Judicial Council (HJC), the Supreme Judge Department (SJD) and the Ministry of Social development (MoSD) UN Women,  within its joint programme with UNDP and UNICEF- “Promoting the Rule of Law in Palestine- SAWASYA II” is supporting the Justice and Security institutions to mainstream gender into their procedures and policies, and develop and provide  gender responsive services to women victims and survivors of violence, through providing institutional capacity building and policy level interventions  amongst others.

UN Women within Sawasya II programme and through partnership and cooperation with the SJD and the MoSD , is seeking to recruit a consultant to provide life coaching  and stress management sessions to social workers.

The main objective of the assignment:

The main objective of the assignment is to enhance the wellbeing of social counsellors providing services to women survivors of violence at the MoSD and women beneficiaries of services at the Counselling Units at the Sharia Courts.

The specific objectives of the assignment evolve around the following points:

  • To conduct a total of 12 individual sessions and 4 group sessions for MoSD counsellors.
  • To conduct two group sessions for Sharia Court counsellors.

To enhance the team spirit between targeted counsellors, including through peer- to peer exercises

Description of Responsibilities:

Under the overall guidance of UN Women Special Representative, the direct supervision of UN Women Rule of Law Programme Specialist, and working in close cooperation and coordination with the MoSD , the SJD  and UN Women’s technical team, the consultant will undertake the following tasks:

  1. Inception phase:
  • To develop a work plan with timeframe and methodology and share it with UN Women for discussion and approval.
  • To meet with UN Women and the targeted institutions to agree on the assignment’s objectives and the methods that will be used.

The methodology should consider, in particular, the following tools and approaches:

  • Participatory methods should be applied during the sessions to maximize active participation and learning. This includes group work and brainstorming to ensure participants involvement and follow up.
  • Presentation of case studies where exercises should include analyzing the situation and finding a solution in an interactive and participatory approach.
  • Role players of real cases.
  • Self-care building techniques amongst others.
  1. Data collection about the main dynamics and factors affecting and interacting with the work of social workers:
  • To hold bilateral and multi-lateral meetings with partner institutions focal points to learn about the workload, types of cases, and other related tasks that counsellors are responsible for.
  • To develop a brief analysis about the working dynamics and factors affecting and interacting with the work of social counsellors.  
  1. Delivery of life coaching and stress management sessions: sessions:
  • To develop pre and post assessments in line with the main findings of the data collection exercise and share them with UN Women for review and approval.
  • To successfully implement 16 sessions to MoSD social counsellors (4 group sessions and 12 individual sessions).
  • To successfully implement 2 group sessions to counsellors at the Counselling Units at the Sharia Court.
  1. Reporting on the Assignment

To submit a final narrative report that includes a description of the assignment’s methodology, pre-post assessments, observations, challenges and recommendations for future related sessions.  The report should include an analysis of the pre/post-assessments. This should include all supporting documents such as minutes of meetings, sessions, list of participants, and list of interviewees should be annexed.

Deliverables:

  • Deliverable 1: An approved inception report with the methodology and time frame. Expected delivery date: 10 days from the signature of the contract.
  • Deliverable 2:  Successful delivery of 6 collective sessions and 12 individual sessions, and a final approved narrative report. Expected Delivery date: 4 months from the signature of the contract.

Qualifications:

Education: A bachelor’s degree in social science, gender, development, human rights, clinical psychology, criminology, sociology or related discipline. An advanced degree is an asset.

Experience:

  • At least 8 years of working experience in the field of providing phycological counselling services.
  • At least 2 previous assignments related to providing stress counseling sessions and/ or life coaching sessions to social counsellors -preferable to counsellors working on gender related matters.
  • Previous experience with governmental partners is an asset. 
  • Experience with the UN system or/and International Organizations is an asset.

Language Requirements: Fluency in Arabic and professional knowledge of English.

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above, and financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation.

Technical Evaluation (70%) – max. 70 points.

Financial Evaluation (30%) – max. 30 points.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (μ/z)

p = points for the financial proposal being evaluated

μ = price of the lowest priced proposal

z = price of the proposal being evaluated
