Project title:“Provision of gender sensitive child protection services and vital psychosocial support to displaced and vulnerable children in Gaza”.
Reporting to:Emergency Response Manager (ERM) and Gaza Head of Office
Duration:40 working days
Dates of mission: In total 40 working days during June – December 2015
Starting date:As soon as possible

General

Terre des hommes – Lausanne is a Swiss based INGO that has been implementing projects in the Gaza Strip since 1984. Tdh has had uninterrupted operational presence since 2009 with major focus on child protection, juvenile justice, hygiene promotion and livelihoods.  It has a strong reputation notably through the establishment and localization of Ard-el-Insan, the lead nutrition NGO in the Gaza Strip.


Tdh is implementing an Emergency project entitled “Provision of gender sensitive child protection services and vital psychosocial support to displaced and vulnerable children in Gaza-pjase II” in Gaza Strip Governorates. The project has duration of 11- month (February 01st 2015 to December 31st 2015) and is implemented in partnership with the Beit Lahiya Development Association (BLDA). This project is funded by PLAN UK.


In Phase one of this, Tdh has awraded 28 families from the Gaza North governorate with microprojects


Scope of Work

Together with the Tdh team, the livelihood consultant will be responsible for the effective implementation of the livelihood related activities though conducting and coordinating activities according to project standards, protocols, and timelines.

Specific tasks: Build on what achieved in phase I of the project, the consultant will:
-Revise data tools that assess the economic status and vulnerability level of families’ victims of the 51-day war.
-Beneficiaries  will be selected from  Gaza and Gaza  Governorate
-Revise the selection criteria
-Be responsible for the participatory identification and development of micro-project for families of children victims of the 51-day war.
-Liaise with actors implementing livelihoods related interventions, particularly with those offering similar and complementary services to children in Gaza North Governorate, and to establish an effective referral system.
-Identify the most vulnerable and needy families satisfying the selection criteria in full coordination with the partner organization and the MoSA.
-Conduct baseline survey to assess the wellbeing of the children
-Prepare separate business plan for each beneficiary. The business plans should be done through the participatory approach with beneficiaries.  
-Provide training for beneficiaries on micro-projects management and sustainability (operationally and financially).
-Train the selected beneficiaries on how to develop business plans and fully participate in developing business plans for each beneficiary showing their personal contribution.
-To contribute to procurement of goods through Tdh system and in full-participation of the beneficiaries and supervise the delivery of goods.
-Assess and measure the impact of the micro-project on the child and the family wellbeing.
-Produce regular/monthly reports including challenges and obstacles faced, and measures taken or proposed to overcome them, and draw conclusions and recommendations.
-Conduct post-intervention assessment to examine the impact of livelihood projects on improving the wellbeing of the children
-Monitor and follow up the livelihood project until December 2015

 

Safety, security, and coordination
-The post holder will maintain the highest standards of safety, doing nothing to endanger the health of any person in contact with the work of Tdh, and being proactive in ensuring a safe environment. S/he will bring to the attention of her/his line manager any issue of concern.
-Coordinate with relevant stakeholders and partners CBO’s, mainly BLDA association.

 

Reporting:
-The consultant will produce three successive reports, due on the following dates:

-30 August 2015: The report should outline the followings: identifying and selecting at least 25 households, collecting baseline data to assess the impact of projects on the wellbeing of the children, developing 25 business plans, and preparing procurement documents.
-30 October 2014: The report should outline the followings: the process implementation of the 25 projects and detailed plan of follow up.
-15 December 2015: The final report should outline the followings: outcomes of the projects, sustainability of projects, and impact of the projects.

 

Required Qualifications and Experience:
-Degree in business, economics, or any other related field with over 3 years of experience in livelihood projects.
-Overall experience in managing livelihood micro-projects, developing business plans and working with most vulnerable populations. Preference will be given to those who have similar experience working with INGO’s more specifically.
-Excellent communication skills
-Fluent in Arabic and English
