Livelihood Consultant 



Work Base:Gaza Strip

Project title:    “Fostering the protection of vulnerable groups (IDPs, women and children, farmers in ARA) in the Gaza Strip through a multisectoral approach integrating protection, emergency preparedness, and response mechanisms and evidence-based advocacy”.

Reporting to:    Gaza Head of Office

Duration :20 working days

Dates of mission: In total 20 working days during April – July 2017

General

Terre des hommes Foundation (Tdh) is the largest non-governmental organisation for children’s aid in Switzerland. It undertakes to support the most vulnerable members of society through child protection and Justice for Children projects. Tdh has been implementing developmental projects and emergency relief programs in 34 countries and currently has operations in Hebron, Bethlehem and Gaza. Its Delegation Office is based in East Jerusalem. Terre des hommes has been implementing projects in the Gaza Strip since 1984. Tdh has had uninterrupted operational presence since 2009 with major focus on child protection, juvenile justice, hygiene promotion and livelihoods.  It has a strong reputation notably through the establishment and localization of Ard-el-Insan, the lead nutrition NGO in the Gaza Strip.

Funded by ECHO, a partnership has been established by three agencies: Action Against Hunger, Première Urgence Internationale (PUI) and Terre des Hommes (Tdh). Generally, the project aims at improving the resilience of specific target groups in the Gaza Strip, namely, female headed households, farmers in the ARA and working children and their families. The project has a planned duration of 10 months (March 01st 2017 to December 31st 2017). Part of Tdh activities is to award 40 families of working children from the Gaza North governorate with income-generating activities.

Scope of Work

Together with the Tdh team, the livelihood consultant will be responsible for the effective implementation of the 40 income generating activities though conducting and coordinating activities according to project standards, protocols, and timelines. The specific task for the consultant will as follows:

Specific tasks:

-Revise the data tools that assess the economic status and vulnerability level of families of working children.
-Revise and the current Tdh selection criteria, if needed.
-Independently identify the most vulnerable and needy families satisfying the selection criteria following pre-selection by partner organization, Beit Lahiya Development Association.
-Be responsible for the participatory identification and development of income generating activities for 40 families of working children.
-Prepare separate business plan for each beneficiary. The business plans should be done through a full participatory approach with beneficiaries.  
-Provide training for beneficiaries on micro-projects management and sustainability (operationally and financially).
-Train the selected beneficiaries on how to develop business plans and fully participate in developing business plans for each beneficiary showing their personal contribution.
-Liaise with actors implementing livelihoods related interventions, mainly PUI and Action Against Hunger, particularly with those offering similar and complementary services to children in Gaza North Governorate, and to establish an effective referral system.
-Produce regular/monthly reports including challenges and obstacles faced, and measures taken or proposed to overcome them, and draw conclusions and recommendations.
-Monitor and follow up the livelihood project until December 31st, 2017

Safety, security, and coordination

-The post holder will maintain the highest standards of safety, doing nothing to endanger the health of any person in contact with the work of Tdh, and being proactive in ensuring a safe environment. S/he will bring to the attention of her/his line manager any issue of concern.

Reporting
-The consultant will produce three successive reports, due on the following dates:

-30 May 2017: The report should include the following: full identity of selected households, baseline data to assess the economic status of families, copies of 40 business plans, and preparing procurement documents.
-30 June 2017: The report should outline the following: the process implementation of the 40 projects and detailed plan of follow up. 
-15 July 2017: The final report should outline the outcomes and sustainability of projects.

Required Qualifications and Experience

-Degree in business, economics, or any other related field with over 3 years of experience in livelihood projects.
-Overall experience in managing livelihood micro-projects, developing business plans and working with most vulnerable populations. Preference will be given to those who have similar experience working with INGO’s more specifically.
-Excellent communication skills
-Fluent in Arabic and English
