Salary: £21,559 - £28,256 net per annum (net = take-home pay. Oxfam will meet any tax and social security liabilities of the post holder in addition to the net salary)
Hours: Full time, 40 hours per week.

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering.
TEAM PURPOSE:
-People in deepest poverty in the West Bank and Gaza are able to exercise their rights to be healthy, educated and secure and these are respected, sustained and upheld.
-The Livelihoods Programme Manager will act with poor people as a force for change in addressing the causes of poverty, suffering, and injustice, and alleviating their symptoms.
JOB PURPOSE: To lead the overall livelihood programme in the West Bank and strengthen team technical capacity to prepare for and respond to livelihood insecurity in the Occupied Palestinian Territories (OPT).
REPORTING LINES: Post holder reports to the Country Director. Staff reporting to this post: Livelihood Team Leader, Civil Society Coordinator and Programme Support Officer.
BUDGET RESPONSIBILITY: Up to GBP 2 million.
Dimensions
-Required to develop long term vision and strategic planning to achieve significant impact from programmes.
-Representing Oxfam corporately and managing and influencing significant external relationships.
-Leadership of specific major program unit. Set and lead the delivery of specified programme unit and/or team objectives.
-Plan and manage human and financial resources and processes related to specific programme unit and/or area of expertise.
-Management of a broad spectrum of programs, with a variety of competencies and skills required. Management tasks and problems are diverse and complex and involve a significant degree of risk (financial, security, brand).
-Produce, assimilate, analyse and use programme information from varied and diverse sources to provide in-depth analysis in the specific programme unit or policy area.
-Decision-making is strategic and operational with a high degree of judgement based on specific problem solving experience and a range of external and internal factors.
-Working autonomously with significant financial, human resource, security and representational responsibility.
-Decision-making requires significant levels of judgement based on technical and management experience, generally actively supported within line management or the programme team.
-Direct the formulation, organisation and delivery of high-level lobby, and advocacy as part of the big "P" programme and actively participate in lobbying and advocacy.
-Lead the alignment of programmes with Oxfam corporate relevant campaigns and ensure effective harmonisation of planning and management with Oxfam International.
-Plan and implement fundraising plans and ensure proper reporting and accountability to multilateral and bilateral donors.
Key Responsibilities
-In close collaboration with the Country Director, manage the development of the livelihoods programmes in the occupied Palestinian territories and Israel, and ensure that programmes are working towards achieving same aims and leveraging impact and mutually reinforcing.
-Development and implementation of a five year livelihoods programme strategy based on olive oil programme, strengthening fair trade linkages and organisational development of agricultural cooperatives in the West Bank.
-Ensure good relations with donors are maintained and that the team meet all donor requirements. Work with the teams to develop links with new donors and increase funding.
-Increase partner participation, design quality capacity building plans for partners, and facilitating a true partnership with those with whom we work.
-Performance manage all direct line reports including development and coaching of staff.
-Identify and support staffing needs, including recruitment.
-Lead the integration of our Livelihoods, Food Security and Community Development work in a complementary way that maximises impact and better utilises existing staff and partners capacities.
-Contribute to the integration and development of synergies between all programmes in the country portfolio.
-Ensure compliance with OGB's monitoring, evaluation and learning expectations and approaches.
-Work with the Programme Policy Advisor to develop new policy and advocacy positions and strategies as determined by assessed needs, cultural considerations, humanitarian imperatives, and the current political situation.
-As a member of the Country Management Team, provide leadership to the overall operation of the country programme.
-Be prepared to undertake other duties related to Oxfam's programme as and when required by the Country Director.
