Improve Livelihoods and Enhance Economic Development (ILEED)

Global Communities is seeking a Livelihoods Skills Development Officer for the USAID Improve Livelihoods and Enhance Economic Development (ILEED). This five-year, up to $60 million program will focus on promoting resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises.  ILEED will engage both the demand and supply actors within the conflict affected market system. Programs and activities will support the production of and access to basic products and services that community entrepreneurs are already engaged in producing and providing, as well as encourage community entrepreneurs to fill critical service gaps with localized solutions. ILEED will also work to increasing access to resources and basic commodities to support community development and resilience.

 

The Livelihoods Skills Development Officer will support the Livelihoods Improvement Team Lead (LITL) with all aspects of the improve livelihoods component. We are looking for passionate, dedicated professionals to help us build the world we envision: one of expanded opportunity, where crises give way to resilience and all people thrive.

Responsibilities

The Livelihoods Skills Development Officer will support a pathway for vulnerable populations to become more self-reliant by increasing income generation opportunities within the poorest and most vulnerable communities. The focus will be on equipping economic actors with business inputs and resources to restore and protect income generating activities in critical sectors.

Specific Responsibilities include the following:

  • Support the LITL in identification of economic actors across micro, small to medium enterprises in target sectors including food access, and essential services and products.
  • Act as focal point for identified economic actors across livelihoods and service provision.
  • Support LITL in establishing a cash-based intervention mechanism, including direct cash support and access to Cash for Work, to provide economic actors with access to capital to restore and protect income generating activities.
  • Establish linkages between local producers, and local and humanitarian actors.
  • Manage a livelihoods improvement team to carry out market-based supports for resilience.
  • Closely coordinate with other projects engaged in demand and supply-side market system improvement.

Job Requirements

Qualifications

  • Bachelor’s degree in development, or related field.
  • At least 3 years working experience in the field of resilience, livelihoods improvement, job creation and development of vulnerable communities.
  • Experience working with vulnerable communities and an understanding of the local context.
  • Experience working in developing and/or humanitarian contexts.
  • Experience building and maintaining relationships with partners and project stakeholders.
  • Strong communication skills, both verbal and written.
  • Professional working proficiency in English.
  • Experience in using assessment and measurement tools and developing materials for livelihood improvement activities.
