Global Communities is seeking a Livelihoods Skills Development Officer for the USAID Improve Livelihoods and Enhance Economic Development (ILEED). This five-year, up to $60 million program will focus on promoting resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises. ILEED will engage both the demand and supply actors within the conflict affected market system. Programs and activities will support the production of and access to basic products and services that community entrepreneurs are already engaged in producing and providing, as well as encourage community entrepreneurs to fill critical service gaps with localized solutions. ILEED will also work to increasing access to resources and basic commodities to support community development and resilience.
The Livelihoods Skills Development Officer will support the Livelihoods Improvement Team Lead (LITL) with all aspects of the improve livelihoods component. Position Summary:
The Livelihoods Skills Development Officer will support a pathway for vulnerable populations to become more self-reliant by increasing income generation opportunities within the poorest and most vulnerable communities. The focus will be on equipping economic actors with business inputs and resources to restore and protect income generating activities in critical sectors.
Responsibilities:
- Support the Livelihoods Improvement Team Lead (LITL) in the identification and selection of economic actors across micro, small, and medium enterprises (MSMEs) in target sectors, including food production, essential services, and other critical goods.
- Act as the focal point for identified economic actors, facilitating effective communication and coordination across sectors related to livelihoods and service provision.
- Assist the LITL in designing and establishing a cash-based intervention mechanism, including direct cash support, grants, and access to Wage Support opportunities, ensuring economic actors have sufficient capital to restore, sustain, and protect their income-generating activities.
- Facilitate the creation of partnerships and linkages between local producers, suppliers, and market actors, as well as between local producers and humanitarian organizations, to enhance market access and create sustainable business opportunities.
- Manage and supervise a livelihoods improvement team, overseeing the implementation of market-based support initiatives aimed at strengthening economic resilience within local communities.
- Ensure market-based livelihood interventions are designed and implemented in close coordination with other projects that are working on both the demand-side and supply-side market system improvements, ensuring integrated and sustainable solutions.
- Provide technical assistance and mentorship to economic actors, helping them navigate operational challenges, increase productivity, and improve their business performance.
- Monitor and evaluate the progress of income-generating activities and provide regular feedback to the LITL and other stakeholders to ensure activities are aligned with program goals and deliverables.
- Support in the development of training and capacity-building programs that enhance the skills of local producers and MSMEs, focusing on areas like financial management, product quality, and market access strategies.
- Work closely with the Monitoring and Evaluation (M&E) team to ensure that livelihood interventions are effectively tracked, documented, and assessed for impact on economic actors and local market systems.
- Identify opportunities for scaling successful livelihood interventions and replicating best practices across other target communities.
- Collaborate with relevant stakeholders, including government bodies, NGOs, private sector entities, and international agencies, to ensure a coordinated and holistic approach to livelihood improvement and economic resilience.

Qualifications and Experience
- Bachelor’s degree in development, or related field.
- At least 3 years working experience in the field of resilience, livelihoods improvement, job creation and development of vulnerable communities.
- Experience working with vulnerable communities and an understanding of the local context.
- Experience working in developing and/or humanitarian contexts.
- Experience building and maintaining relationships with partners and project stakeholders.
- Strong communication skills, both verbal and written.
- Professional working proficiency in English.
- Experience in using assessment and measurement tools and developing materials for livelihood improvement activities.
