Job Description

Overseas is an Italian NGO working in the Palestinian Territory since 2010. 

In the framework of the projects "Driver of Change: community empowerment for environmental protection in East Jerusalem  ENI/2022/431-390", and "The PURE WATER initiative: PUrification, REuse and treatment of waste WATER for sustainable agricultural development, environmental protection and food security – AID 012590/03/4", Overseas, is looking for a Local Administrator to hire.

Tasks and responsibilities: 

The Local Administrator will undertake the following assignments under the oversight of the project managers.

  • Coordinate the administrative/accounting sector. 
  • Prepare and draft the annual budget and cash flow and monitor their progress. 
  • Input accounting data into the accounting system.  
  • Perform financial calculations to support financial transactions. 
  • Identify and resolve errors and discrepancies in accounting spreadsheets.  
  • Collect and record cheque payments and/or cash as received. 
  • Under written approval of Project Manager (PM), provide funds from the petty cash for supplies, services and any needed logistic arrangements to conduct the activities.  
  • Translate and/or prepare the financial reports on project implementation to be presented to the donor/other partners. 
  • Identify and resolve errors and discrepancies in accounting spreadsheets. 
  • Support the partners in the preparation of the financial documents required from them. 
  • Provide support for procurement procedures and local taxation issues.  
  • Prepare financial documentation and fulfil forms, documents, etc. related to accounting.  
  • Conduct field visits, if needed, in order to accomplish with his/her tasks.  
  • Cooperate in managing financial activities, following Overseas and donor regulations and procedures.  
  • Conduct frequent market surveys and keep relations with suppliers and contractors.

Job Requirements

Specific qualifications and skills:  

  • Degree in Economy, Accounting, or similar, plus at least 2 years' experience in a finance/accounting/procurement role in the NGO sector.  
  • Good knowledge of EU administrative rules and procurement procedures. 
  • Knowledge of the double-entry accounting system. 
  • Strong data analysis and control skills. 
  • Solid Knowledge of local Tax laws. 
  • Excellent command of the Office package and Excel in particular. 
  • Knowledge of spoken and written English (Italian is a plus). 
  • Availability for short assignments. 
  • Ability to coordinate and work in a team in terms of planning and control. 
  • Good communication and interpersonal skills with externals (partners) and interns (colleagues); to optimise a dynamic working environment. 
  • Strong interest and motivation for the non-profit sector.
