Job Title: Local Consultant
Duty Station: UNESCO Ramallah Office
Project & BC: Quality Systems for Quality Teachers
UNESCO Ramallah Office, with financial support of the EU, is implementing a three year technical assistance programme entitled Quality Systems for Quality Teachers (QSQT). The programme, which is currently in its third year of implementation, aims at establishing systems and structures needed for the implementation of the Palestine Teacher Education Strategy. Within the framework of this programme, UNESCO in cooperation with the Ministry of Education and Higher Education is seeking the service of a consultant to develop Admission Policies for students who consider training to become teachers, or who are willing to register at the educational faculties of the Palestinian universities.
The primary objectives are:
1-To develop criteria for admission to teacher education programmes that supports the recruitment of students of high quality and potential to be excellent teachers.

The primary objectives are:
1-To develop criteria for admission to teacher education programmes that supports the recruitment of students of high quality and potential to be excellent teachers.
2-To work with appropriate representatives in the Higher Education and Ministry structures, including the Accreditation and Quality Assurance Commission (AQAC), towards national adoption of the Admission Policy by the Higher Education Council (HEC).
Expected Outputs:
A comprehensive report that documents the outcomes of a study of current admission policies and practice in all Palestinian HEI Education Faculties, including Gaza, and includes:
-Clear statements of each HEIs individual admission policy and criteria with regard to admission to teacher education programmes.
-The rationale of why they have adopted that particular policy.
-What the HEIs consider are the strengths and weaknesses of their approach to admitting students to their education programmes.
-The extent to which the current admission policies of the HEIs relate or do not relate to the Standards for New Teachers and the Code of Conduct.
-A summary of the research undertaken of policies for admission to teacher education programmes in a range of other countries including both eastern and western countries as well as countries that have similar approaches to Palestine and countries that have different approaches. This research will be limited to document research undertaken and sourced by internet searches or through known contacts.
-Information about any project initiatives in the oPT that relate to the development of Teacher Education Programmes and directly or indirectly affect their Admission policies, together with summaries of any relevant evaluation data that may be available. Other initiatives may also include any incentives, scholarships or other financial support that may be offered for students to enrol in Educational Faculties.
Professional skills and qualifications:
-High level of analytical skills
-Knowledge of the Palestinian education system and higher education institutions in particular teacher education
-Proven ability working in a team particularly in a multi-stakeholder setting
-Good communication skills
Education:
Advanced university degree in Education, preferably in Teacher Education.
Experience:
Minimum of 5 years of professional experience in teacher education programmes
Knowledge of computer and software (word-processing, spreadsheets, presentations, etc)
Fluency in English and Arabic (excellent speaking and writing skills)
