Local Development expert

The Local Government Reform and Development Program (LGRDP) and the Regeneration of Historic City Center (RHC) are linked development programs funded by the Government of Belgium which aim to support the Ministry of Local Government (MoLG) and the local government reform and development policies.

As such, both programs support through a complementary process the on-going policies of the Palestinian Government to reform the local government system in the West Bank and Gaza which is a core part of the wider overall public sector reform program.

The overall development objective is to improve local governance and to promote a sustainable local economic, social and cultural development in urban and rural areas.

Within the framework of developing the MoLG capacity to design a Local Economic Development (LED) policy and to support local Governments in designing and implementing local development plans, the LGRDP Project Support Unit is willing to recruit a Local Development expert to work for both LGRDP and RHC support units under the coordination of the MoLG (Investment and Local Development Unit) and in close collaboration with the Municipal Development and Lending Fund (MDLF).

Contract duration: Selected candidate will be contracted for one year renewable one time

Tasks and Main Activities

The candidate selected for this job will carry out the following tasks and responsibilities:
-Compile and consolidate all existing assessments, reports and working documents on local development in Palestine and identify lessons learned from existing programs and projects.
-Elaborate working documents on LED policy, LED approach, and LED planning system in Palestine
-Organize discussions with all concerned stakeholders including the LED National working Group, under the supervision of MoLG.
-Draft policy paper and guidelines on LED in Palestine with stakeholder involvement.
-Capacitate local teams in LED programming and methodologies.
-Monitor, evaluate and report on LED processes.
-Pilot and support a LED process in LGRDP and RHC areas of intervention these include:
-Revision of processes implemented in RHC program (regeneration programming; inter village cooperation practices etc).
-Facilitate workshops on LED in the concerned clusters and revised Strategic Development and Investment Planning (SDIP)s and prepare the workshop reports.
-Advise on SDIP policy and manual & tool Kit interventions regarding LED including proposing LED assessment tools.

Required qualifications

The candidate for this job should hold the following qualifications and skills:
-Basic degree in development, economy, sociology and/or all other related fields.
-A Master or PhD degree in local development and/or public policies or equivalent will be an advantage.
-Relevant experiences in local development, community empowerment and related institutional development and piloting processes
-Experience in research and report writing.
-Experience in multi-partner coordination.
-Good communication skills
-Fluent in English Language
