Local Expert

Palestinian Citizens’ Movement for Social Action and Reform PCMR Network/ Ramallah is a Palestinian non-profit organization established under registration no RA-22811-HR for the purpose of conducting various monitoring activities over general policies regarding youth to enhance youth’s participation in society. The network has formed a monitoring unit and is looking for hiring an employee/ local expert for the purposes of developing the monitoring unit work within PCMR network and for fundraising purposes.

Required Academic Qualifications/ Work Experience:
1-University Master degree or equivalent professional work experience in: Law, Social/ Political Sciences, International Relations.
2-Minimum of 3 years work experience in Human Rights or Consultative organizations, youth policy analysis, evidence based policy making, advocacy and lobbying on local, national and international level, communication and networking, writing and preparing monitoring reports.
3-Strong relations with Human Rights organizations, political parties, Legislative Council and the Independent Commission for Human Rights.

Essential Skills and Competencies:

-In-depth knowledge in public policy, strategy and budget analysis, specifically youth policy
-In-depth knowledge of advocacy strategies, -methods and –tools
-Knowledge of youth rights
-Very good communication and consultancy skills
-Fluent in English and Arabic (spoken and written)
-Excellent computer skills

As an Asset:
-Training and facilitation experience
-Knowledge and skills in capacity development of CSOs
-Experience in civil society networks

The Position will Require the Candidate to Conduct (in addition to Other Tasks):
-Support the establishment of a youth monitoring unit in cooperation with PCMR team and especially a Development Advisor (DA) which will be deployed by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
-Support the DA in developing, drafting and publishing monitoring reports on sectorial and donor policies affecting youth including analysis of youth adequate public budgeting.
-Develop complaints mechanisms with network members for youth to voice grievances on public services and violations of private bodies of youth rights with assistance of the DA. He/she will also train PCMR network members on policy monitoring and complaints mechanisms and how to identify and document relevant cases
-Make the generated information available to PCMR staff for fundraising purposes. Advise staff on important topics and actors for raising funds
-Provide advisory service on policy analysis, advocacy and lobbying for other partnering NGOs
