REQUEST FOR EXPRESSIONS OF INTEREST FOR

[ Local Financial Officer ]

The Palestine Liberation Organization, for the benefit of the Palestinian Authority, has applied for financing from the World Bank toward the cost of Output-based aid pilot solid waste management project, and intends to apply part of the proceeds for consult- ing services for the “Local Financial Officer”. The Joint Service Council for Solid Waste Management of Hebron and Bethlehem Governorates (JSC-H&B) on behalf of the Palestinian Authority is responsible for overall project implementation.

Scope of Services
Principal functions of the Local Financial Officer will include the following:

-Identify low-performing Municipalities/Village Councils (M/VCs) on (Key Performance Indicators) KPI 4 (fee collection rate) and/or KPI 5 (billing to cost ratio).
-Review and analyze the bottlenecks for the low-performing Municipalities / Village Councils (M/VCs) to improve their score in KPI 4 (fee collection rate) and KPI 5 (Billing to cost ratio).

-Develop an action plan for the M/VCs to improve KPI 4 and/or KPI 5, including innovative solutions to increase fee collec-tion (e.g. full and efficient utilization of field fee collectors, targeted public awareness campaign).
-Assist the M/VCs to understand the accurate definition of: 1. Collected solid waste management fee amount; 2. Billed solid waste management fee amount; and 3. Operating Cost for their SWM service.
-Assist the M/VCs to accurately calculate and record the data of: 1. Collected solid waste management fee amount; 2. Billed solid waste management fee amount; and 3. Operating Cost for their SWM service.
-Assist the M/VCs to articulate needed change of their accounting information system (system) to accurately report their KPI 4 and KPI 5.
-Assist the M/VCs to implement the cost centers methodology so as to fully separate the data of the solid waste operating cost from the capital and other operating cost.
-Assist the JSC H&B to communicate the required improvement measures as well as the exclusion rule to the low-perform-ing M/VCs in a timely manner.


Qualifications and Experience
The Local Financial Officer must fulfil the following criteria:
-At least Bachelors degree in accounting, business administration or suitable equivalency;
-Two years of experience in accounting and financial audit;
-Good computer skills specially using excel, word and any of accounting software;
-Good Skills in financial reports read & write in English & Arabic;
-High skills in using financial and billing software;
-High skills in data analysis;
-Knowledge about the Palestinian Southern Governorates Areas (Hebron & Bethlehem).

The expected duration of the assignment is 12 Calendar Months renewable as business needs.
The JSC-H&B now invites eligible individual consultants to indicate their interest in providing the services.
Interested consultants must provide information indicating that they are qualified to perform the services (comprehensive Curriculum Vitae outlining academic background, description of similar assignments performed, work experience in similar conditions, and their availability, etc.).

The Individual Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated on January 2011 “Consultant Guidelines”, setting forth the World Bank’s policy on conflict of interest.
