Local Physiotherapy Consultant, On Job Trainer
Project: ‘Improving access of children with disabilities to quality multidisciplinary rehabilitation services in the Gaza Strip. Funded by l’Agence Française de Développement (AFD).
1-CONTEXT
Handicap International (HI) is an independent international aid organisation working in situations of poverty and exclusion, conflict and disaster, working alongside persons with disabilities and other vulnerable groups. Handicap International is active in the occupied Palestinian territory since 1996; HI gives the priority to the development of capacities of disable person's organizations at local, national, and regional level. HI aims at developing the mechanisms and capacities to enhance access to services and supporting initiatives to remove barriers and enhancing inclusiveness of the community development process. In addition to that HI gives priority to emergency response through development of capacities and contingency plans with relevant partners for a quick reaction in case a crisis occurs.
Through the project “Improving access of children with disabilities to quality multidisciplinary rehabilitation services in the Gaza Strip” HI is aiming to reduce the extreme vulnerability of Children with disabilities in Gaza by improving the access to essential rehabilitation services and in particular the functional and psychological support services.
The project has four components: providing quality psychological and functional rehabilitation & follow up services to Children with Cerebral Palsy/Multiple Disabilities (CwCP/MD) by well trained and technically empowered multidisciplinary outreach teams of partners’ organizations. Empowering families of CWCP/MD to ensure their basic and preventive follow up to their children rehabilitation process, improving the access of CwCP/MD to other needed and demanded services through strengthened referral networks’ mechanisms. In addition to supporting partner organizations in identifying and planning their organizational development needs to ensure the sustainability of their rehabilitation services to CwCP/MD.
2-DESCRIPTION OF THE REQUIRED SERVICE PROVISION
Process of the required service:
Within the previously mentioned project, HI is willing to recruit a part time physiotherapy consultant to provide on the job training and coaching to 3 physiotherapists working with HI partners in Gaza Strip:
1-Baitona for community development- Baitona- North Gaza
2-Palestine Avenir for Childhood Foundation- PACF- Gaza City
3-National Society for Rehabilitation- NSR- Middle Area
The project involves the set up of rehabilitation outreach teams. The outreach team will provide various rehabilitation sessions to Children with Cerebral Palsy (CwCP) and Children with Multiple Disabilities (CwMD) including (Physical Therapy sessions, Occupational Therapy sessions, Speech therapy sessions, psychosocial support sessions).
Partners’ physiotherapists provide outreach rehabilitation; follow up and training services to CwCP/MD and their families in the targeted area.
The consultant will be supporting HI team and partners’ teams to realize an improved consideration for the services identified quality criteria.
The physiotherapy consultant will provide the following service:
On the job training needs assessment and planning:
-Conduct a participatory training needs assessment for the 3 physiotherapists.
-Conduct a pre and post training assessment to partners’ physiotherapists.
-Provide HI & partners on the job coaching plan for the three physiotherapists based on needs assessment conclusions.
-Identify the training needs and priorities for each of 3 partners’ physiotherapists.
-Conduct a mid-term update on the training needs assessment.
On job training and support:
-Conduct 27 on the job training days to the 3 physiotherapists working with Baitona, PACF and NSR on bi-monthly basis.
-Provide direct and indirect supervision and technical support to partner’s physiotherapists in order to develop physiotherapy intervention plan, based on data collection from variety of sources including physiotherapy tests, direct and indirect observations, interviews with the child, family members and other involved in child care...etc.
-Provide technical support to partners’ physiotherapists through enhancing their capacities and improving their skills on the evidence based, newest assessment and therapeutic techniques to be followed during the intervention process and ensure that the new knowledge and skills are transferred to practice.
Reporting:
-Draft and submit to HI and partner organizations the physiotherapists’ training needs assessment report.
-Report to HI and partner organization on bi-monthly basis the training days conducted to each partner physiotherapist.
-Report any changes and recommendation to the training plan after conducting the mid-term training needs assessment update.
-Submit on the job training final report to HI and partner organizations.
Overall goal
CwCP/MD has improved their interaction and participation with the family and the environment.
-Specific Goal:
The 3 physiotherapists working in Baitona, NSR and PACF improved their skills and confidence in their intervention with CwCP/MD and their families in outreach rehabilitation sitting
3-CONSULTANT’S PROFILE
1-Higher education degree in paediatric physiotherapy.
2-Good Knowledge and skills of coaching and training of professionals, previous experience of “on the job training” is preferable.
3-Good understanding and application of adult learning methods.
4-At least Five years of relevant work experience, preferable in the field of research and education in Paediatric physiotherapy in addition to field experience in outreach rehabilitation sitting.
5-Good understanding of disability social model and rights based approach
6-Willingness to travel to the field
7-Excellent communication skills
8-Good organizational skills
9-Ability to work under pressure and within a team
10-Ability to handle multiple assignments and meet deadlines.
11-Positive, innovative, inspirational and problem solving attitude.
12-Excellent skills in English (writing).
4-SERVICE DURATION AND LOCATION
The Service provision contract with the Local Physiotherapy Consultant Starts on the 01st August 2013 and ends the 31st December 2014
5-WORK SCHEDULE
According to the following timetable, the physiotherapy consultant is going to provide his services as follow:
6-REPORT
-Needs assessment report should be shared with HI & the 3 partner organizations
-On the job training reports should be sent to the 3 partner organizations and HI, one report each two months.
-Written on the job training plans should be submitted to HI in advance to the implementation for revision and approval by HI and partners.
7-RESOURCE PERSON
Within the framework of the service provision, the physiotherapy consultant will be asked to collaborate with Handicap International’s Access to Services Team and in particular the project technical officer who will be the point of contact.
-BUDGET
-Once the short listing of applicants is done, Handicap International shall contact the shortlisted applicants to provide a full proper price quote with his/her financial expectations according to the services requested fitting with the below criteria:
-Price quote shall be in English and in ILS currency.
-Prices shall be inclusive of VAT.
-Delivery timeframe & payment terms shall be clear and mentioned in the quote fitting with the start/end dates requested by Handicap International.
-Price quote shall be signed and stamped.
