local Programme Advisor
Job Description
Irish Aid is seeking a dynamic individual to join the organisation as a local Programme Advisor,
focusing on the education sector. Individuals with experience of working with human rights organisations or UN agencies will also be considered.
The role will involve technical and administrative
support to the Irish Aid programme in the oPt, which has three main areas of focus:
-Support, through a Joint Financing Arrangement, to the Ministry of Education and Higher Education.
-UNRWA, and through UNRWA, provision of services to Palestinian refugees in UNRWA’s five fields of operation.
-Partnerships with a number of Palestinian and Israeli human rights NGOs.
Main responsibilities of the post will include:
-Provide high quality and relevant policy advice on the national response in education with reference
to the achievement of good educational outcomes, particularly for girls and other excluded groups.
-Establish effective relationships with Government and Civil Society partners to identify and support
appropriate policies and practices that deliver equitable and better quality results.
-Represent Irish Aid in relevant meetings with Government and other Cooperating Partners.
-Provide summary analysis of education documents, reports and notes on meetings attended
-Support, including through administrative support, the management and implementation of the
Irish Aid programme in Palestine.
Key Competencies:
Candidates should be able to demonstrate the following key competencies:
-Managing and Delivering Results - Ability to translate complex concepts into practical plans and to communicate complex issues in straightforward, comprehensible terms.
-Personal and Relationship Effectiveness - Actively develop relationships and build networks and alliances with colleagues from partner organisations.
-Thinking and Problem Solving - Ability to see relationships between issues and identify solutions as well as identifying patterns / trends in data and developments. Thinks creatively and strategically and exercises good judgement in decision making.
Minimum qualifications and experience:
1-A post graduate degree in a development related discipline with at least two years relevant work
experience in the oPt.
2-Experience of direct engagement with government, development partners and civil society organisations on relevant policy and implementation.
3-Excellent written and spoken Arabic and English.
4-Good knowledge and understanding of the political and development context of the oPt.
