Work context

CESVI is an international NGO registered in Italy, and operates worldwide to support the most vulnerable populations in promoting human rights and achieving their ambitions, for sustainable development. It also believes that the recognition of human rights contributes to the wellbeing of everyone on the planet, a shared home to be safeguarded. CESVI is working in Palestine since 1994 and has developed over the years an expertise in the area of water, sanitation, environment and waste management through the implementation of projects in partnership with relevant actors and active participation in the WASH cluster.

CESVI is starting the implementation of the project “Green Dheisheh: Improving Solid Waste Management in Dheisheh Camp and its neighbourhood” (West Bank, Bethlehem Governorate), funded by AICS (Italian Agency for Development Cooperation).

The project goals are:

  1. efficient secondary waste transport and final waste disposal by the JSC Bethlehem,
  2. design and implementation of a new primary waste collection system for Dheisheh camp,
  3. behaviour change inside and outside Dheisheh camp for the efficiency and effectiveness of the new solid waste management plan,
  4. starting a sustainable collection inside the camp and in the buffer area and pre-treatment in appropriate feasible locations.

CESVI is looking for a dynamic and experienced candidate for the position of Local Project Coordinator, with expertise in the environmental and waste management sector, who will be responsible for the management and implementation of activities in the field.

 Main tasks and duties:

  • Handle the daily implementation of hard and soft project activities in the field, track activities progress and provide timely feedback
  • Carry out need and technical assessments, design of technical solutions, draft BoQs and technical specifications for equipment, machinery for waste collection systems
  • Manage the distribution/implementation/monitoring of the identified waste interventions and works at HH-, institution- and community-level, including suppliers and contractors
  • Carry out in the field into M&E activities, as per project MEAL plan
  • Draft and submit specific reports about environmental and waste activities (need assessment, identification, implementation, monitoring of technical activities)
  • Participate in drafting work plans and then implement activities in the field accordingly, meeting planned deadlines
  • Collect and upload information to keep updated beneficiaries’ data base
  • Keep close coordination and deal with project stakeholders, local authorities and institutions, community representatives and stakeholders, including holding meetings to present and agree on project activities, provide translation from English to Arabic when necessary
  • Ensure the project is implemented in the field in accordance with CESVI guidelines, standards and policies on Safeguarding, Protection, PSEA
  • Ensure the project meets required technical standards and specifications
  • Ensure that at all times contacts with beneficiaries and stakeholders are handled in a sensitive and respectful manner, facilitating smooth relations and communication
  • Keep an ongoing and continuous coordination for all the abovementioned activities with the International SWM specialist

Anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation

Job Requirements

Minimum requirements

  • Bachelor's degree in Environmental or Civil Engineering
  • 3/7-year experience in Environmental and/or solid waste management and/or circular economy interventions in the field
  • Previous working experiences in I/LNGOs with similar position
  • Knowledge of Palestinian laws on Environment and Waste Management Systems
  • Technical knowledge and experiences in environmental and/or waste sector assessment, data analysis, development of plans, operation, communication, awareness at HH-, community- and public institutions- level
  • Ability to present, explain, train on waste management and environmental topics during meetings and interactive training, good intercultural skills
  • Management and handling of complaint feedback mechanism with reference to environment-related aspects
  • Excellent computer skills, knowledge of Microsoft Office Suite (Word, Excel), knowledge of and experience on the use of Kobo toolbox for data collection, knowledge of and experience on the use of GIS for mapping. Knowledge of material flow analysis tool would be an advantage.
  • Fluency in written & spoken English and Arabic with technical/narrative reports writing skills
  • Valid local driver's license for green plate car

 Other desirable requirements

  • Valid local driver’s license for yellow plate car
  • Permit to Jerusalem

The assignment is a full-time post expected to start immediately. Subject to satisfactory performance, the period of employment may be extended.

Please note that it is a project-based post and does not imply continued employment with CESVI after the end of the contract period.
