MdM Switzerland, has been working in the occupied Palestinian territory (oPt) since 1994 in the sector of Mental Health and Psychosocial Support (MHPSS), implementing emergency and development interventions, focusing on victim of occupation-related violence, children and detention, suicide prevention and management, strengthen of access to mental health cares at national and community level, and advocacy initiative.

YOUR MISSION

To support the Finance Log manger in following up all logistic fields in terms of   equipment and IT, fleet, procurement and office management.

Facilitating project implementation through purchasing, assisting the Finance log manager with daily tasks, and operating vehicles for MdM Switzerland.

Assisting in the implementation of activities for various ongoing projects in Palestine.

Ensuring the appropriate utilization of MdM resources in Palestine.

Ensuring compliance with MdM procedures in Palestine.

YOUR ACTIVITIES

  • Support in the development and implementation of direct purchases.
  • Support in the office needs follow up, and purchase office supplies.
  • Update the supplier and price list of the procurements.
  • Deliver and collect quotes, as and when requested by the Finance log manager
  • Record progress of procurement in the procurement follow up database.
  • Conduct the Procurement and Logistics Department in planning and executing tenders and purchase orders.
  • Responsible for overseeing the entire procurement process, starting from handling purchase requests and following up until contracts and purchase orders are processed
  • Established procedures for receiving   and   opening   bids/proposals, ensuring adherence to the evaluation criteria stipulated in the bidding documents/RFPs in a professional and timely manner;
  • Prepare and bookkeeping for all procurement procedures in close coordination with all involved including procurement documentation for each contract, both in hard copy.
  • Preparing procurement reports when needed showing the status of ongoing procurement, including a comparison of planned and actual dates of the procurement actions, including preparation of bidding documents, advertising, bidding, evaluation, contract award and completion time for each contract;
  • Preparing consultancy/ training contracts using the standard templates.
  • Drafting bid notices and bidding documents for inviting and obtaining bids for goods and services in accordance with MdM Procurement Regulations;
  • updating of procurement plan as needed and facilitating the purchase process of goods and services required in accordance with MdM procurement procedures.
  • Assist in preparing and organizing traveling procedures, hotel accommodation, and transportation for staff, consultants, counterparts, and other advances.
  • Supports in the update of the contract follow up.
  • Ensure proper hard copies archiving of all logistics documents.
  • Assist in monitoring and follow up the fleet management.
  • Assist the program teams in organizing program events and conferences.
  • Assist on monthly logistics reports preparations.
  • carry out various administrative tasks (filing, archiving, follow-up of documents…) in order to guarantee efficient support to the department/supervisor/co-workers/project;
  • Maintain an updated market survey for goods and services that MdM procured continuously to ensure the availability in the local market, sufficient specifications and prices trends.
  • Maintain and update monthly MdM assets
  • Assist on weekly and monthly logistics reports preparations.
  • Receive the mail (letters or faxes) and dispatch it appropriately, keep a tracking system of all incoming and outgoing official letters by fax, or by hand delivered to local partners.
  • Transport MdM personnel and goods within Gaza and to the project sites, according to the movement planning.

Job Requirements

YOUR PROFIL

 Academic and Working Experience:

  • A degree in Business Administration, or relevant fields.
  • At least 3 years’ experience in logistics and procurement.
  • Experience with NGOs, preferably with INGOs.
  • Motivation and commitment to humanitarian work and values.
  • Excellent communication and organization skills.
  • Flexibility and ability to work under pressure and team worker.
  • Very good reading, writing and speaking English skills.
  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet).
  • Interested in developing a career in the logistic Field.
  • Hard-working, willing to learn new things, and having can-do-attitude.
  • Detail-oriented, and well-organized.
  • Honest, enthusiastic, and self-motivated.
  • Pro-active and creative.
  • Strong computer skills, particularly in MS Office applications (e.g., word, excel, PowerPoint).
  • Good previous experience with different donors
  • Ability to work under pressure.
  • Excellent communication and interpersonal skills.
  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet).

CONDITIONS

The position is based in Gaza.

Contract Duration: 6 months renewable, with 3 months’ probation period

Working Hours: Standard office working hours from Sunday to Thursday.
