About AVSI
AVSI's presence in Palestine began in 1993 with small-business development projects in the West Bank territories. The great presence of vulnerable people with diversified needs and the close collaboration with important local public and private institutions have led AVSI to intervene in various sectors: education, social inclusion of vulnerable people, employment inclusion, and sustainable development of small and medium-sized enterprises, promotion of gender equality, wash & sanitation, promotion of tourism.
AVSI’s interventions have favoured the training of operators, the involvement of associations of solidarity and institutions, and the employment of civil service volunteers and experts. The method adopted by AVSI follows some fundamental principles. Firstly, the person at the centre: the person is always “met” with an immediate respect for their dignity and uniqueness and their inclusion in a fabric of family and social relationships. The person is never considered an isolated individual, nor defined by sociological categories or by the circumstances in which they find themselves (poverty, sickness, disability, war). Secondly, AVSI consider as something fundamental the Development of intermediary and subsidiary bodies: to plan and carry out development projects implies favoring people’s social skills, promoting the creation of intermediary bodies (civil society organizations, auxiliary organizations) and of a social fabric eager for participation and capable of joint responsibility.
Aim of the position: Assure the respect of AVSI procedure and norms in performing all the activities falling under Logistic and procurement. Provide the due and prompt support necessary for program implementation and main office maintenance and functioning in AVSI Jerusalem. Coordinate the purchasing of goods and services needed for the implementation of office and project activities.
Main Tasks and Responsibilities:
- Responsible for the logistics and procurement procedures for the project “Beyond Health: right to health and protection of children, Young people and vulnerable adults in Nablus governorate (AID 12273/01/1-2)” funded by AICS;
- Responsible of the logistic procurement and support our partners in collection and monitoring of the procurement and related financial documentation due to the activities of the above-mentioned project;
- To follow and support the CR in updating the local operational manual of AVSI Palestine following AVSI procedures in respect of AMPE 25/2018 RULES;
- To follow the Headquarters’ regulations concerning logistic & procurements with reference to AVSI Italy AMPE 25/2018 – RULES and local AVSI operating Manual, and donors regulations depending on the project;
- To support the Country Representative in ensuring compliance with applicable rules, legislation, regulations, standards, and best practices.
- To contact suppliers and prepare invitation-of-bid forms, sending them to supplier and check replies are corresponding to requests in specifications and requirements, prepare purchase orders, schedule or expedite deliveries in coordination with the Country Representative and Program Manager;
- To conduct monitoring missions in project locations, draft MoM, support in the preparation of Monitoring tools, in support of the MEAL officer
- To file (hard and soft copies) all documentation of the activities falling under logistics and Procurement office’s projects;
- To create and update a supplier’s catalogue with the necessary information and evaluation of professional experiences;
- To provide the due and prompt support necessary for program implementation and office maintenance and functioning in AVSI office;
- To support the preparation of new projects budget with documented and updated information on goods and services availability and price lists;
- To translate documents from Arabic to English and vice versa upon request;
- To attend yearly meetings with ministries for registration renewal upon request;
- To support the project manager to develop visibility instruments of AVSI and its project in Palestine;
- To organize and keep the car log updated;
- To drive staff to project locations when and if needed;
- To be available and follow the requests done by the Country Representative in order to well facilitate the work, when necessary.

Essential skills, knowledge and experience required:
- An academic degree in Logistics Management, business administration, economics, social sciences and/or related discipline in development cooperation is an asset.
- Minimum 5 years of experience working in a similar position;
- Strong knowledge of Microsoft Excel;
- Solid knowledge of the Microsoft Office pack;
- Fluency in English and Arabic, both written and verbal;
- Communicating with impact and respect;
- Team work
- Driving license valid in the West Bank
Preferential Experience:
- Previous experience working in an educational sector focused NGO.
