Enabel is implementing a new cooperation portfolio (NCP) for Palestine. This program will on the one hand build on the successes of governmental cooperation over the past decade and on the other hand, also provide a response to the Palestinian and global challenges of this decade. 

Belgian development cooperation has supported the Palestinian territories since 1993 - initially through delegated cooperation. Direct governmental cooperation was started in 1997 for an amount of 15 million euros and the fourth and provisionally last agreement (2011) evolved to 71.6 million euros (2012-2015). This program was extended in December 2020 with an additional budget of 10 million euros. The new portfolio is proposed for a period of 5 years (2022-2026). An indicative budget of 70 million euros is allocated for the new 2022-26 portfolio.

The new portfolio, titled “Empowered youth in a green Palestine” (EYGP) will focus on 2 pillar.: The first one focuses on the empowerment of youth based on civic engagement, protection and a continuum between developing competencies, skills, access to employment and entrepreneurship. The  second pillar, on the other hand, is dedicated to climate action, based on support to the development of an emerging green and circular economy with the view to contribute to a sustainable and inclusive Palestinian society, and reduce environmental hazards and dependency on non-renewable natural resources.

 

Enabel Palestine is seeking to recruit a highly qualified candidate who has operational experience in the field of Logistics and Procurement to fill the position of “Logistics and Purchasing officer".

Under the direct supervision of the expert in contracting and administration, you will:

1.    Help put in place procurement procedures and be responsible for good application thereof through: 

a)    Management of procurement processes effectively;

b)    Performing the daily logistics tasks, ensuring that the Enabel standard processes, procedures and ways of workings are executed to an accurate level of detail.

c)    Propose necessary rationalisation and cost-reduction measures, identify and participate to the development of framework contracts in view particularly to limit the number of pro-formas to be requested, carry out comparative analyses with prices of reference;

d)    Explore the market and establish contacts with suppliers or potential suppliers;

e)    Advise and support the management in implementing the supply policy and fix cost optimisation, quality and deadline objectives;

f)    Create and manage a qualitative supplier database;

g)    Identify, anticipate and manage supplier risks;

h)    Put in place and monitor the indicators for one’s activity and define the control points to optimise internal control of the procurement chain and contribute to cost budget control;

i)    Ensure that internal procedures and processes are up to date and communicated.  

j)    Organise transportation and dispatch of good or services procured;

2.    Verify / survey materials with the help of an office inventory in order for equipment, including the communication systems, to function correctly and to guarantee a suitable working environment; through:

a)    Ensure regular maintenance of equipment and offices, where necessary via framework contracts, and signal any problems;

b)    Ensure optimal management of stocks;

c)    Assist to applying the lease conditions regarding repairs, damage or negligence;

d)    Ensure that the buildings and the vehicles are maintained continuously and in accordance with all health and security requirements;

e)    Be in contact with the property owner for repairs to the office premises;

 

3.    Submit requests to customs, etc. for the claiming of materials and equipment in order for the projects to be able to dispose of the goods as soon as possible and to avoid having to pay lateness fees or fines.

4.    Support the projects in order to help ensure good execution of various tasks / procedures.

Job Requirements

Required qualifications and experience

- Bachelor in administration or procurement/logistics. 

-    Minimum three years of professional experience in the same type of work. 

-    Experience in NGO / bilateral agency is an asset

Required skills and knowledge

Knowledge of public procurement procedures and basics of stocks management;

Ability to read and understand technical specifications of procurement,

Basic knowledge of quality and security standards;

Basic knowledge of transit/ customs clearance is an asset;

Good knowledge of software (MS Word, Excel) and learning ability;

ICT knowledge (software and equipment).

Basic knowledge of transit/ customs clearance and bookkeeping is an asset.

 

Languages: 

Good knowledge of Arabic and English (in speaking and writing)
