Background
The Norwegian Refugee Council (NRC) re-established its presence in the Occupied Palestinian Territory (oPt) in January 2009 and is mainly developing programme activities in the sectors of shelter, education, food distribution and the provision of information, counselling and legal assistance (ICLA). The long term objective of the programme is to contribute to improved protection and living conditions for refugees and internally displaced persons in the oPt.
NRC requires now a Logistics and Security Focal Point Coordinator, who will assist NRC in logistical support services to Jerusalem and Ramallah office and provide timely security and advice to the Jerusalem and Ramallah office.
As employee of the Norwegian Refugee Council the Logistics and Security Focal Point Coordinator is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.
Overall responsibility:
The Logistics and Security Focal Point Coordinator is responsible for procurement, logistics. Information Technology (IT), and Security in Jerusalem and the West Bank. He will be responsible for making sure that logistics rules and regulations of NRC’s donors and NRC are followed. He will be responsible for following the IT and security policies of NRC. He/she will be responsible for the security directly to the Country Director and be responsible to the international Finance and Administration Manager of NRC oPt as Logistics Coordinator.
Main Duties
Logistic:
-Responsible for studying and fully understanding all NRC’s Logistics Handbook and ensuring the correct implementation of policies and procedures in NRC
-Be responsible for studying NRC’s donor’s rules and regulations
-Be responsible for premises and liaise with landlords of offices, guesthouses and apartments, utility suppliers, and arrange for and supervise needed maintenance in the premises.
-Be responsible for procurement including receiving purchase requests, maintain procurement tracking sheets and undertake procurement tasks including receiving quotations, making bid analysis, purchase order
-Initiate contracts with preferred suppliers and keep an updated vendor list
-Be responsible for Market surveys once in a year to keep him/herself and Line Manager update at all times.
-Be responsible for asset and storage management including be responsible for registration of equipment in NRC Inventory list and the management of stores with supplies and stationary.
-Be responsible for training logistic staff in all Logistics issues based on Logistics Handbook and Donor’s regulations.
-Be responsible for Vehicle and fleet management including supervision of the drivers in Jerusalem and Ramallah, ensuring that vehicle log books are kept up to date, vehicles are kept in good condition, control fuel consumption, araange transport, and be the focal person for vehicle rental agreements.
-Be responsible for IT and ensuring that all computers has updated antivirus and no illegal software is installed, liaise with preferred IT service providers, backup procedures, and updating NRC’s contact list.
Security Focal Point:
-Be responsible for assessing the security situation in Jerusalem and West Bank
-Be responsible for carrying out incident mapping and security analysis
-Informing programme staff and visitors about the security situation
-Training staff in NRC security plan and procedure
-Tracking NRC vehicle and staff movements
-Ensuring that communications equipment is functioning according to the security instructions
-Recommending and implementing Security Plan revisions
-Producing a weekly security report, complete incident reports
-Maintaining a network of security contacts
SKILLS AND QUALIFICATIONS REQUIRED
-An understanding of logistics management and procurement systems are essential
-A good network and experience working as a Security focal point for West Bank and Jerusalem.
-A Bachelor Degree or equivalent;
-Strong organisational and logistics skills;
-Excellent knowledge of Microsoft Office, especially Excel and Word;
-Good reporting skills;
-Fluency in written and spoken English, Arabic, and Hebrew;
-Ability to work additional hours if and when required;
-Preferably Jerusalem Residence ID.

Contract period: One Year, with possible extension
Duty Station : Jerusalem
Salary/benefits: According to NRC’s Salary Scale and TOE.
