OBJECTIVE OF THE POSITION:
Based in Jerusalem, under the responsibility of the Country Manager, the logistics manager is responsible to ensure smooth running of mission's logistics in compliance with Humanity & Inclusion internal framework and institutional donor regulations..
REPONSIBILITIES:
Responsibility 1: Steer the mission’s logistics management
Activities:
- Update and apply logistics procedures for the supply chain (purchase, stock, transport), equipment, vehicle fleets, power supply and telecommunications, in compliance with the legal framework and internal and donor regulations
- Set up monitoring tables to improve regular data follow up
- Set up indicators and internal controls for the implementation of logistics procedures
- Train mission teams on donor logistics procedures in compliance with the legal framework and donor regulations
- Support field teams in the training and monitoring of partners with regard to the implementation of logistics
procedures
- Ensure checks are conducted on partners' logistics processes
Responsibility 2: Supervise supply chain management
Activities:
- Coordinate the drafting of a supply plan per project
- In liaison with the CM and RLC, define (adapted procedure) and supervise the mission’s supply procedures in compliance with internal and donor regulations and legal requirements
- Oversee the transport of merchandise and manage customs clearance procedures
- Organize national and international calls for tender
- Updating the suppliers data base and purchase price list
- Supervise the monitoring of Purchase and Service Requests and check purchase files
- Supervise the reception of merchandise and the delivery of material to requesting parties
- Check and follow up Logistics service contracts and manage archive
Responsibility 3: Supervise the management and use of the vehicle fleet and other means of transport in compliance with internal regulations and the security plan
Activities:
- In liaison with the CM, define, organise/ensure the organisation of the mission’s transport needs
- Define the management and user rules for vehicles and other means of transport in compliance with local legislation,
the highway code, the mission’s security rules and HI’s regulations
- Make sure the following tasks are implemented and recorded in the vehicle monitoring chart (VMC):
- Optimal vehicle maintenance
- Monitoring and checking vehicle use and consumption
- Managing the vehicles' fuel supply
- Following up on road accidents
- Ensuring the supply of fuel for the vehicles
- Ensure the mission's vehicles are correctly insured
- Supervise the filing and archiving of files, contracts and documentation associated with vehicles and transport
Responsibility 4: Supervise stock and equipment management
Activities:
- Validate the choice of adapted materials in compliance with procurement procedures
- Assist with the definition of equipment and stock management procedures and put them in place
- Set up and monitor Equipment Monitoring Charts(EMC); ensure the reliability of the data they contain and the filing and
archiving of documents pertaining to them
- Liaise with the mission Accountant Unit on the localisation of fixed assets and their monitoring in the EMC
- Monitor entries and withdrawals for each equipment group
- Undertake regular physical inventories and send them to regional office in compliance with deadlines
- Supervise the monthly inventory of stock and ensure that stock reports are sent on time
- Ensure the installation, maintenance, monitoring and traceability of equipment (computer, power-supply, communication, etc.)
- Check the IT Charter is properly applied and monitor email and internet access
- Train mission staff on how to handle equipment and draft procedures for use
- Assist with drafting donors' financial reports, funding proposals and budgets/budget revisions for aspects concerning
equipment management
- Prepare the annual plan for equipment needs in the mission and follow up
Responsibility 5: Supervise the management of general services (expatriate staff accommodation, offices and storage facilities)
Activities:
- Identify and anticipate mission needs for premises
- Define the criteria for choosing and selecting premises
- Supervise the fitting out, upkeep and maintenance of premises
- Analyse insurance coverage options and contact insurance companies
- Monitor the premises' utility contract costs (water, electricity, etc.)
- Ensure the premises are secure (locking systems, watchmen, first aid kits, extinguishers)
- Manage the logistical organisation of seminars and training
Responsibility 6: Support the Country Manager in the analysis and implementation of the mission's security rules
Activities:
- Bring all security information collected that he/she is aware of to the attention of the CM
- Monitor the mission risks
- Circulate information concerning the security of travel, equipment and premises within the mission
- Secure and render visible the premises, vehicles, equipment and individuals as set out in the security rules
Responsibility 7: Manage the coordination office Logistics team
Activities:
- Supervise and lead the mission logistics team, set objectives and assess direct reports
- Train his/her team
- Set up communication and coordination mechanisms for his/her team
- Manage contractual monitoring (leave, end of trial periods, etc.) of the staff he/she line-manages
- Oversee the team's career development: define training needs and provide guidance on professional development

THE SUCCESSFUL CANDIDATE WILL HAVE:
- Knowledge and experience of international donors procedures
- Demonstrated ability and motivation to build capacity and/or train others
- Fluent in Arabic and English (French a plus)
- Good organizational skills
- Good oral, written communication and presentation skills
- Excellent diplomatic, presentation, interpersonal communication skills
- Ability to multitask and deal with stressful situations
EDUCATION AND EXPERIENCE:
- Degree in logistics or business management
- Minimum 2 year experience as Logistics Manager
- Previous work experience with I/NGO
- Proven experience in team management and structuring
- Good level of technical skills in mechanics / IT / Communications / construction or other desired

Basic salary range for the position : From 10,341 ILS to 13,609 ILS based on experience
