Position: Logistics Officer
Location: Ramallah Base
Starting date: 19 February 2012
Contract period: Initial 3 month contract, renewable

BACKGROUND
ACTED (Agency for Technical Cooperation and Development) is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. In the occupied Palestinian territory, ACTED is currently implementing projects funded by the Humanitarian Response Fund and the French Ministry of Foreign and European Affairs Crisis Centre that aim to protect vulnerable households in the West Bank, as well as an EU-funded project that seeks to strengthen rural cooperatives in Salfit and Qalqilya governorates.
GENERAL RESPONSIBILITIES
Under the supervision of the Country Director, the Logistics Officer is in charge of procurement, logistics, office IT equipment and security for ACTED in the occupied Palestinian territory.
The Logistics Officer will ensure that ACTED regulations on procurement and logistics are followed at all times, oversee the drivers and vehicles, and be responsible for the ACTED offices and guesthouses.
KEY TASKS
-Determine technical specifications of humanitarian assistance with programme staff, including structures and agricultural equipment
-Launch procurement procedures, including quotations and tenders
-Verify technical specifications of items at delivery
-Develop procurement plans for new projects
-Manage relations with suppliers and contractors during the procurement process
-Ensure that ACTED procurement regulations are followed
-Oversee drivers and vehicles, and collect and verify vehicle logbooks
-Manage inventory of office assets and follow-up mobile communication use
-Procure office supplies and IT equipment
-Take care of ACTED premises, including offices and guesthouses
-Oversee security-related matters
-Comply fully with ACTED standards and principles
REQUIRED SKILLS
-A bachelor degree or equivalent
-Previous experience in logistics and procurement
-A good understanding of logistics and procurement methods
-Familiarity with donor procurement regulations
-Good organisational and communication skills
-Good in time management, and ability to work under pressure
-Good reporting skills
-Fluent in written and spoken Arabic and English; Hebrew is a plus
-Excellent IT skills, including Microsoft Excel and Word
-Driving license, and comfortable with frequent travel in the West Bank
