Action Against Hunger (AAH) is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organization working in the Palestinian Territory since 2002.  

 Action Against Hunger is recruiting in the Gaza Strip a 

                                              Logistics Officer Supply Chain Management (SCM) 

For 12 months with the possibility to extend based on funds. 

GENERAL OBJECTIVES: 

The Logistics Officer SCM plays a pivotal role in ensuring the efficient and effective operations of Action Against Hunger in the Gaza Strip and is responsible for planning, implementing, and monitoring logistics and supply chain activities in support of the Program operations of the base. This position primarily focuses on procurement and supply chain management and logistics management. 

KEY ACTIVITIES 

Objective 1 | Supply Chain Management (25%) 

  • Receive and process the Procurement Requests and update the Procurement Follow-Up (PFU), and Contract Follow-up (CFU). 
  • Maintain the Supplier’s list is up to date. 
  • Collect data on the market (market surveys) and local suppliers in his/her zones and in other strategic areas if required. 
  • Conduct technical inspections of the suppliers during the selection process and the implementation. 
  • Liaise with the Technical Department, other Logistics Officer, Logistics Assistant and Warehouse Keeper for the reception of the procured goods. 
  • Supervise the Logistics Assistant SCM and Warehouse Keeper in stock management according to ACF Standards. 

Objective 2 | Procurement (50%) 

  • Efficiently manage and supervise all procurement operations within the base, emphasizing cost-effectiveness and efficiency in sourcing and compliance with internal regulations. 
  • Liaise and maintain regular communication with service providers, suppliers, and companies to ensure adherence to technical specifications. 
  • Comprehensively manage procurement contracts throughout their lifecycle and, when necessary, develop framework agreements to streamline procurement processes, and inform when they will reach their end. 
  • Support data analysis exercises related to the logistics department's activities. 
  • Ensure the respect of the deadlines and procedures for the procurements managed, 
  • Manage procurement dossiers and prepare all relevant documentation (preparing Request of Quotations (RFQ), collection of quotations, negotiation with suppliers, SPO / contracts, collecting invoices, etc), and lead on all procurement procedures. 
  • Provide updates to the requestors on the status of the procurements. 
  • Revise the Delivery Notes and the full compliance of the Procurement Dossiers (PDs) before its closure. 
  • Archive all documentation related to Procurement Dossiers in digital and physical forms in compliance with record-keeping requirements. Inform the requester department when a PD is closed to prepare the Payment Request. 
  • Ensure the cash advance and Logistics Petty Expenses (LPE) in the area are properly followed and closed on a monthly basis. 
  • Support the Logistics Manager, Deputy Logistics Manager and the other logistics colleagues in other Areas on procurements, when necessary. 
  • Review and validate the information filled in the received PRs (specification, delivery times, prices…), Cross-check the items on PR with market prices and stock availability before starting the procurement and provide feedback or request modifications, if necessary. 

Objective 3 | Logistics Management (15%) 

  • Support in preparation of the monthly logistics report. 
  • Support in the definition of the budget and in the budget forecast regular exercise. 
  • Support in the development of logistics inputs during the proposal stage. 
  • Actively engage in addressing internal compliance mechanisms, particularly preventive controls, to ensure adherence to organizational standards and procedures. 
  • Provide support in the response to external audits, assisting in the preparation and documentation required to meet audit requirements and maintain compliance. 
  • Manages his/ her team, conducts yearly appraisal and contributes to recruitment. 

Objective 4 | Other duties (10%) 

  • Support the Deputy Logistics Manager during the Logistics Manager’s absence (or vice-versa) on Daily Worker management, ICT, Equipment & Inventory Management, Premises & Fleet Management, including the support to ensure compliance with Local Standard Operating Procedures regarding safety and security management at the base level. 
  • Contribute to the organization and archival of logistics documents following established guidelines. 
  • Support with document and other material translation as required. 
  • Fulfill those duties that are inherent to the position.

Job Requirements
  • Bachelor’s degree in business administration, procurement, stock management or a related field 
  • Preferably a minimum of 2 years of experience in logistics, with a focus on Procurement, preferably on INGOs. 
  • Experience in safety and security matters is a plus. 
  • Experience in ICT management, premises management, and fleet management is a plus 
  • Possession of a valid Type B driving license and demonstrated driving proficiency. 
  • First Aid Knowledge is desirable. 
  • Knowledge of humanitarian or emergency programming is required. 
  • Knowledge of major humanitarian donors and donor compliance issues is preferable. 
  • Proven dedication and alignment with the principles and values of humanitarian work. 
  • Good communication and organizational capabilities. 
  • Strong ability to work collaboratively in a team and to collaborate well with other internal stakeholders. 
  • Adaptability and resilience under pressure. 
  • Proficiency in reading, writing, and verbally communicating in both Arabic and English is required. 
  • Microsoft Office365 (Teams, Outlook, Word, Excel, PowerPoint) 
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
