Long-term Advisor for Developing Irrigated Agriculture
For the GIZ programme “Adaptation to the Impact of Climate Change in the West Banks, Palestinian Territories” which supports farm families in adapting to climate change in Palestine (anticipated starting date: 01 December), IP Consult and NIRAS are looking for a Palestinian Senior Long-term Expert (LTE: 61 months).
Project Description
The most vulnerable group in societies is the poor population in rural areas. In order to sustain their livelihoods, they mostly depend on natural resources, often from agriculture. The country's natural resource base is overused as a result of various human activities, and today’s climate change impacts pose an additional risk for farmers and food security.
The purpose of this programme is to enhance the organisational development and provision of process consultancy for the capacity building of the Cooperative Associations (CAs)
-provide technical support to the CAs in pilot measures in order to improve the joint irrigation infrastructure
-advise and sensitise water users with regard to the use of non-conventional water resources (recycled water, rainwater)
Qualifications Required
-M.Sc. in Agriculture, Environmental or Natural Sciences or equivalent
-excellent command of written and spoken English and Arabic; German is considered an asset
-working experience in international development cooperation is required; experience with GIZ projects is an advantage
-high level of computer literacy
Professional Experience Required
Only the experts meeting the set criteria will be shortlisted and contacted
-at least eight years of working experience in the field of irrigated agriculture
-expertise in offering consulting services on national level, ie to Ministries as well as in providing training on local level (eg farm families) with regard to irrigation, reuse of wastewater, and rainwater harvesting
-experience in the cooperation with local NGOs and CBOs is a must
-further expertise regarding water distribution systems, water and soil management planning and socio-economics is considered an asset
-knowledge regarding the processes of:
-registration of Cooperative Associations
-multi-stakeholder dialogues and mobilising different levels (eg farmer associations, research centres, the respective ministries and authorities)
-at least four years’ experience in donor-funded projects, including technical assistance to public institutions in Palestine
-skills in conflict resolution and gender sensitivity are required
